This partnership aims to tackle the critical problem of air pollution, focusing particularly on short-lived climate pollutants (SLCPs) such as methane, black carbon, and hydrofluorocarbons, which have a profound impact on both human health and the environment. SLCPs are known for their detrimental effects on air quality, climate change, and public health, making their reduction a priority for improving overall air quality and mitigating climate impacts.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\/conversation-turn relative flex w-full min-w-0 flex-col agent-turn\">\n<div class=\"flex-col gap-1 md:gap-3\">\n<div class=\"flex max-w-full flex-col flex-grow\">\n<div class=\"min-h-[20px] text-message flex w-full flex-col items-end gap-2 whitespace-pre-wrap break-words [.text-message+&amp;]:mt-5 overflow-x-auto\" dir=\"auto\" data-message-author-role=\"assistant\" data-message-id=\"1c7c24f4-5a81-47e4-93eb-13fd37b8a203\">\n<div class=\"flex w-full flex-col gap-1 empty:hidden first:pt-[3px]\">\n<div class=\"markdown prose w-full break-words dark:prose-invert light\">\n<p>The initiative involves the <a title=\"National Bamboo Development Strategy and Action Plan\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/development-of-the-national-bamboo-development-strategy-and-action-plan\">development of targeted strategies<\/a> to reduce emissions of these pollutants. This includes implementing measures to cut methane emissions from agriculture and <a title=\"Funding: Waste Management in Developing Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-waste-management-in-developing-countries\">waste management<\/a>, as well as reducing black carbon from incomplete combustion of fossil fuels and biomass. By addressing these pollutants, the <a title=\"Call for Projects 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-projects-2023\">project<\/a> aims to significantly improve air quality and reduce health risks associated with pollution.<\/p>\n<p>Supporting these efforts, a workshop organized by the Stockholm Environment Institute (SEI) plays a <a title=\"Strengthening Protection of Parks Is Crucial for Biodiversity Conservation\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/strengthening-protection-of-parks-is-crucial-for-biodiversity-conservation\">crucial role in strengthening<\/a> Uganda&#8217;s planning and mitigation efforts. The workshop provides technical expertise and facilitates knowledge exchange, helping to build local capacity for effective air quality management and <a title=\"Call for consultancy services: recruitment of experts to review and synthesise information on the nexus between climate change, forests and trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-recruitment-of-experts-to-review-and-synthesise-information-on-the-nexus-between-climate-change-forests-and-trees\">climate<\/a> mitigation. Through this collaborative approach, Uganda is not only addressing immediate air quality challenges but also laying the groundwork for long-term improvements in public <a title=\"Climate change creates health risks for 70% of global workers\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-creates-health-risks-for-70-of-global-workers\">health<\/a> and environmental sustainability.<\/p>\n<section class=\"c-wysiwyg-block o-section js-toc-content\" lang=\"en\">\n<div class=\"c-wysiwyg-block__container o-container\">\n<div class=\"c-wysiwyg-block__wrapper o-content-from-editor\">\n<p><span data-contrast=\"auto\"><a href=\"https:\/\/www.sei.org\/features\/challenge-of-super-pollutants-solutions-and-strategies\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\">Short-lived climate pollutants<\/a>, including black carbon and methane, are significant contributors to global warming, accounting for up to<\/span><a class=\"is-external\" href=\"https:\/\/www.ccacoalition.org\/content\/short-lived-climate-pollutants%22%20\/l%20%22:~:text=responsible%20for%20up%20to%2045%25%22%20\/h%20HYPERLINK%20%22https:\/\/www.ccacoalition.org\/content\/short-lived-climate-pollutants%22%20\/l%20%22:~:text=responsible%20for%20up%20to%2045%25\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">\u00a045% of the current warming trend<\/span><\/a><span data-contrast=\"auto\">. Additionally, these pollutants have a detrimental <a title=\"How the private sector can address climate change\u2019s impact on health\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/how-the-private-sector-can-address-climate-changes-impact-on-health\">impact on human health<\/a> and crop yields. Addressing the emissions of these pollutants is crucial to prevent surpassing the critical<\/span><a class=\"is-external\" href=\"https:\/\/www.nhm.ac.uk\/discover\/news\/2024\/february\/earth-already-passed-warming-threshold-controversial-study-claims.html%22%20\/l%20%22:~:text=These%20new%20calculations%20suggest%20that,%E2%81%B0C%20above%20pre%2Dindustrial%20levels.%22%20\/h%20HYPERLINK%20%22https:\/\/www.nhm.ac.uk\/discover\/news\/2024\/february\/earth-already-passed-warming-threshold-controversial-study-claims.html%22%20\/l%20%22:~:text=These%20new%20calculations%20suggest%20that,%E2%81%B0C%20above%20pre%2Dindustrial%20levels.\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">\u00a01.5\u00b0C warming threshold<\/span><\/a><span data-contrast=\"auto\">\u00a0and to mitigate the worst impacts of climate change on human health both in Uganda and globally.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite Uganda\u2019s historically minor role in <a title=\"Global energy-related CO2 emissions hit record high in 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/global-energy-related-co2-emissions-hit-record-high-in-2023\">global emissions<\/a>, the country suffers from the adverse effects of poor air quality. More than\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.weforum.org\/agenda\/2022\/06\/ugandan-researchers-low-cost-sensors-air-pollution\/%22%20\/l%20%22:~:text=The%20Ugandan%20capital%20Kampala%20ranks%20among%20the%20world%27s%20most%20polluted%20cities%2C%20and%20around%2028%2C000%20people%20die%20each%20year%20in%20the%20country%20as%20a%20result%20of%20air%20pollution.\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">28 000 annual deaths<\/span><\/a><span data-contrast=\"auto\">\u00a0are attributed to this issue. Kampala, Uganda\u2019s capital, was notably one of the most heavily polluted cities worldwide in 2022, with pollution levels\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/country-profiles\/environmental-health\/environmental-health-uga-2022.pdf?sfvrsn=ee16d996_4&amp;download=true\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">frequently surpassing WHO guidelines<\/span><\/a><span data-contrast=\"auto\">, much of which is due to\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.ccacoalition.org\/projects\/uganda-support-national-planning-processes-slcp-mitigation-and-deliver-national-methane-roadmap#:~:text=Much%20of%20this%20is%20caused%20by%20household%20air%20pollution%2C%20as%20over%2090%25%20of%20the%20population%20cook%20using%20biomass\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">household use of biomass<\/span><\/a><span data-contrast=\"auto\">. By 2024, Uganda had improved slightly, ranking as the<\/span><span data-contrast=\"none\">\u00a0<a class=\"is-external\" href=\"https:\/\/www.iqair.com\/uganda\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\">23rd most polluted country<\/a>\u00a0in terms of air quality, though pollution levels still exceeded WHO guidelines\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.iqair.com\/uganda%22%20\/l%20%22:~:text=5.5%20times%20the%20WHO%20annual%20air%20quality%20guideline%20value\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">by a factor of five<\/span><\/a><span data-contrast=\"auto\">.<\/span><\/p>\n<\/div>\n<\/div>\n<\/section>\n<section class=\"c-media c-media--normal o-section js-full-width\">\n<div class=\"o-container c-media__container\">\n<div class=\"c-media__wrapper \">\n<figure class=\"c-media__inner\">\n<div class=\"c-media__media\"><picture data-cmp-info=\"9\"><source srcset=\"https:\/\/www.sei.org\/wp-content\/uploads\/2024\/08\/20240722-091951-1900x899.webp?modtime=\" media=\"(min-width:768px)\" \/><source srcset=\"https:\/\/www.sei.org\/wp-content\/uploads\/2024\/08\/20240722-091951-950x450.webp?modtime=\" media=\"(min-width:1px)\" \/><img class=\"c-media__img\" srcset=\"https:\/\/www.sei.org\/wp-content\/uploads\/2024\/08\/20240722-091951-1900x899.webp?modtime=\" alt=\"Roadside charcoal sold for household use, Uganda\" data-cmp-info=\"10\" \/>Roadside charcoal sold for household use in Uganda. (<\/picture>Photo: Connie O\u2019Neill \/ SEI.)<\/div>\n<\/figure>\n<\/div>\n<\/div>\n<\/section>\n<section class=\"c-wysiwyg-block o-section js-toc-content\" lang=\"en\">\n<div class=\"c-wysiwyg-block__container o-container\">\n<div class=\"c-wysiwyg-block__wrapper o-content-from-editor\">\n<p><span data-contrast=\"auto\">In response to these challenges, relevant <a title=\"Forest Governance Scholarship for PhD\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forest-governance-scholarship-for-phd\">government<\/a> agencies have implemented a series of regulations and actions aimed at improving Uganda\u2019s air quality amidst the escalating air pollution crisis. The National Environment Management Authority and Ministry of <a title=\"Researcher \u2013 Integrated Water Modeling and Assessment\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/researcher-integrated-water-modeling-and-assessment\">Water<\/a> and Environment in Uganda are leading these efforts. One significant legislative action includes the adoption of the<\/span><a class=\"is-external\" href=\"https:\/\/ulii.org\/akn\/ug\/act\/si\/2024\/22\/eng@2024-04-26\/source\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">\u00a02024 National Environment (Air Quality Standards) Regulations<\/span><\/a><span data-contrast=\"none\">,\u00a0<\/span><span data-contrast=\"auto\">which prohibit the emission of objectionable substances into the air from any source, including smoke, gases, fumes or dust. Moreover, the government has committed to reducing SLCP emissions through the development of a<\/span>\u00a0<a class=\"is-external\" href=\"https:\/\/www.ccacoalition.org\/projects\/uganda-support-national-planning-processes-slcp-mitigation-and-deliver-national-methane-roadmap%22%20\/h%20HYPERLINK%20%22https:\/\/www.ccacoalition.org\/projects\/uganda-support-national-planning-processes-slcp-mitigation-and-deliver-national-methane-roadmap\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">national SLCP plan and a national methane roadmap<\/span><\/a>.<\/p>\n<p><b><span data-contrast=\"auto\"><a title=\"Call for national experts: strengthening capacity among African forestry stakeholders for implementing REDD+ in Anglophone and Lusophone Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-national-experts-strengthening-capacity-among-african-forestry-stakeholders-for-implementing-redd-in-anglophone-and-lusophone-africa\">Capacity strengthening<\/a> for sustainable SLCP mitigation<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\"><br \/>\n<\/span><span data-contrast=\"auto\">The Ministry of Water and Environment has enlisted the support of the\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.ccacoalition.org\/partners\/uganda\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Climate and Clean Air Coalition (CCAC)<\/span><\/a><span data-contrast=\"auto\">\u00a0to further enhance expertise in SLCP mitigation.\u202fSince joining the CCAC in 2021, Uganda has committed to strengthening its institutional capabilities by\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.ccacoalition.org\/partners\/uganda#:~:text=Uganda%20is%20party,methane%2C%20and%20hydrofluorocarbons.\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">establishing national air quality regulations<\/span><\/a><span data-contrast=\"auto\">\u00a0and integrating strategies for both climate and clean air.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These strategic efforts also align with Uganda\u2019s commitment to the Kigali Amendment under the Montreal Protocol. The\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.mwe.go.ug\/sites\/default\/files\/library\/Updated%20NDC%20_Uganda.pdf\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">detailed emission inventories<\/span><\/a><span data-contrast=\"auto\">\u00a0developed through these initiatives can inform Uganda\u2019s future\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.mwe.go.ug\/library\/updated-nationally-determined-contribution-ndc#:~:text=In%20the%20updated%20NDC%2C%20Uganda,the%20first%20NDC%20in%202016.\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">nationally determined contributions (NDCs)<\/span><\/a><span data-contrast=\"auto\">\u00a0with targeted policies and measures for SLCP reduction.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In collaboration with SEI, a non-state partner and a member of CCAC since 2012, Uganda is working to <a title=\"Call for consultancy services on strengthening capacity for policy change to improve REDD+ implementation and integration in Africa: capitalizing on best practices and lessons learnt in an evolving environment\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-on-strengthening-capacity-for-policy-change-to-improve-redd-implementation-and-integration-in-africa-capitalizing-on-best-practices-and-lessons-learnt-in-an-evolving-en\">strengthen its capacity<\/a> to meet SLCP targets. SEI collaborates with\u00a0<\/span><a href=\"https:\/\/www.sei.org\/projects\/snap-reduce-slcp-kenya\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">various nations<\/span><\/a><span data-contrast=\"auto\">\u00a0in fulfilling their climate and air quality commitments by supporting government bodies to evaluate and reduce SLCP emissions and assist in the development of national SLCP plans and methane roadmaps.<\/span><\/p>\n<p><span data-contrast=\"auto\">In July 2024, SEI researchers\u00a0<\/span><a href=\"https:\/\/www.sei.org\/people\/connie-oneill\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Connie O\u2019Neill<\/span><\/a><span data-contrast=\"auto\">,\u00a0<\/span><a href=\"https:\/\/www.sei.org\/people\/caroline-sawe\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Caroline Sawe<\/span><\/a><span data-contrast=\"auto\">,\u00a0<\/span><a href=\"https:\/\/www.sei.org\/people\/ngongang-wandji-danube\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Ngongang Wandji Danube<\/span><\/a><span data-contrast=\"auto\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.sei.org\/people\/mbeo-ogeya\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Mbeo Ogeya<\/span><\/a><span data-contrast=\"auto\">\u00a0facilitated\u202fa training workshop with\u202frepresentatives from multiple government agencies on SLCP planning and mitigation. The workshop, co-led by the\u00a0<\/span><a class=\"is-external\" href=\"https:\/\/www.eci-africa.org\/\" target=\"_blank\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Environmental Compliance Institute<\/span><\/a><span data-contrast=\"auto\">, aimed to strengthen the capacity of\u202frepresentatives from the Ministry of Works and Transport, Ministry of Agriculture, Animal Industry and Fisheries, National Environment Management Authority, Ministry of Water and Environment, and Ministry of Energy and Mineral Development and other partners where the\u00a0<\/span><a href=\"https:\/\/www.sei.org\/tools\/leap-long-range-energy-alternatives-planning-system\/\" target=\"_self\" rel=\"noopener\" data-cmp-ab=\"2\"><span data-contrast=\"none\">Low Emissions Analysis Platform (LEAP)<\/span><\/a><span data-contrast=\"auto\">\u00a0tool, developed by SEI, was used extensively.\u00a0<\/span><span data-contrast=\"none\">LEAP is a widely used software for energy policy analysis, including <a title=\"Climate change mitigation: reducing emissions\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-mitigation-reducing-emissions\">climate change and air quality mitigation<\/a> assessments. It has been adopted by thousands of organizations in over 190 countries, underscoring its effectiveness and <a title=\"Award for Global Energy Transition\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/uncategorized\/award-for-global-energy-transition\">global acceptance as a tool for detailed environmental and energy<\/a> planning.<\/span><span
