{"id":10433,"date":"2024-10-03T08:27:13","date_gmt":"2024-10-03T05:27:13","guid":{"rendered":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/?p=10433"},"modified":"2024-10-03T13:28:11","modified_gmt":"2024-10-03T10:28:11","slug":"greenpeace-africas-turmoil-over-restructuring","status":"publish","type":"post","link":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/greenpeace-africas-turmoil-over-restructuring","title":{"rendered":"Greenpeace Africa&#8217;s turmoil over restructuring"},"content":{"rendered":"<p>Since its head office opened in Johannesburg 16 years ago, the African arm of environmental campaign group Greenpeace has made a name for itself, battling governments and corporations to defend forests, protect oceans and tackle climate change. It was an organisation staff said they were proud to work for.<\/p>\n<p>But an internal restructuring \u2013 which Greenpeace Africa\u2019s board asked newly-appointed executive director Oulie Keita to implement in June 2023 \u2013 has left management fighting affected employees as well as the planet\u2019s foes.<\/p>\n<p>Climate Home spoke to former staff and has seen leaked documents, meeting recordings and email correspondence that expose the disarray caused by the drive by Greenpeace Africa\u2019s management to lay off around 40 people \u2013 about half of its total staff \u2013 at three of its five offices, in the Democratic Republic of Congo (DRC), South Africa and Senegal. The organisation cited financial and security reasons in justifying the job cuts.<\/p>\n<p>Some ex-employees interviewed by Climate Home, however, expressed doubt about those motives, saying they felt unfairly targeted for dismissal. They also criticised the new management\u2019s approach to interaction with African <a title=\"Forest Governance Scholarship for PhD\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forest-governance-scholarship-for-phd\">governments<\/a>, as well as Greenpeace Africa\u2019s stance on LGBT+ rights and trade union representation.<\/p>\n<p>In a written response to those grievances, <a title=\"Technical Manager Climate Projects, Sustainable Technologies (ST) \u2013 Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/technical-manager-climate-projects-sustainable-technologies-st-africa\">Climate Home was told that Greenpeace Africa<\/a> \u201cvalues the rights and voices of our employees and fosters an inclusive and collaborative work environment\u201d. \u201cOur policies align with the legal requirements in each country,\u201d it added.<\/p>\n<p>As one of the highest-profile environmental organisations on the African continent, Greenpeace has an ambitious\u00a0<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/about-us-2\/#:~:text=Our%20vision%20is%20an%20Africa,been%20more%20than%20an%20organisation\">vision<\/a>\u00a0to bring about \u201can Africa where people live in harmony with nature in a peaceful state of environmental and social justice\u201d. The <a title=\"Call for applications: International Climate Protection Fellowships\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-applications-international-climate-protection-fellowships\">internal turmoil uncovered by Climate<\/a> Home raises questions about its ability to meet that goal.<\/p>\n<p>The terms of reference for<a href=\"https:\/\/www.greenpeace.org\/static\/planet4-africa-stateless\/2023\/08\/6494bb8f-tor-geographic-footprint-advert-.docx.pdf\">\u00a0a three-month operational review<\/a>\u00a0of the organisation, which was due to start in August 2023, cited a need for cultural change as a key reason for the restructuring. It said collaborative processes intended to boost productivity and accountability had failed, slowing down the delivery of a 2022-2025 strategic plan.<\/p>\n<p>That four-year strategy \u201caimed to transform Greenpeace Africa, to be a viable organisation working on campaigns delivering systemic impacts in Africa, with an operating <a title=\"Scientist in flood modelling and satellite EO data assimilation\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/scientist-in-flood-modelling-and-satellite-eo-data-assimilation\">model<\/a> that is fit for purpose and responsive to the challenges facing the continent\u201d, the document added.<\/p>\n<p>It also showed that Greenpeace Africa wanted to ensure it had enough of a presence in richer African nations to improve fundraising \u2013 an argument that was later used by management as a justification for downsizing offices in poorer nations like DRC.<\/p>\n<p>Greenpeace told <a title=\"Critical climate finance challenges in 2024\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/critical-climate-finance-challenges-in-2024\">Climate<\/a> Home this shift was\u00a0\u201cpart of a broader effort to ensure that Greenpeace Africa remains financially sustainable. This approach <a title=\"Call for consultancy services on strengthening capacity for policy change to improve REDD+ implementation and integration in Africa: capitalizing on best practices and lessons learnt in an evolving environment\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-on-strengthening-capacity-for-policy-change-to-improve-redd-implementation-and-integration-in-africa-capitalizing-on-best-practices-and-lessons-learnt-in-an-evolving-en\">strengthens our capacity<\/a> to promote environmental justice in all regions, including those with fewer resources.\u201d<\/p>\n<p>Following the shake-up, Climate Home understands that more than 10 former employees have launched legal action against Greenpeace Africa in labour courts in South Africa and Senegal, alleging unfair treatment by the organisation. Greenpeace Africa did not respond to questions on the cases, which are ongoing.<\/p>\n<p>It said, however, that its 2023-2024 restructuring was conducted \u201cwith the utmost care\u201d, and \u201cin accordance with all relevant labour laws in each of our countries and ethical guidelines\u201d.<\/p>\n<p><strong>New strategy<br \/>\n<\/strong>On March 1, 2023, the Greenpeace Africa board\u00a0announced\u00a0that, after a series of interim bosses, Mali-born development expert Keita had been appointed as executive director.<\/p>\n<p>In a\u00a0<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/press\/53258\/dr-oulie-keita-appointed-as-greenpeace-africa-executive-director\/\" target=\"_blank\" rel=\"noopener\">statement<\/a>, it said she would \u201clead the implementation of the organisation\u2019s new strategy which, grounded in African consciousness, seeks to dismantle systems which have historically served only to benefit the colonial powers, still plundering Africa for its resources\u201d.<\/p>\n<p>Then board chair Oury Traor\u00e9, a fellow Malian who resigned this year, said in the statement that it was \u201ccritical to build a movement led by women and youth\u201d. As a woman joining from the United Nations youth platform\u00a0<a href=\"https:\/\/youthconnektafrica.org\/index.php\/\">YouthConnekt Africa<\/a>, Keita seemed well-placed to do that.<\/p>\n<p>Staff were initially pleased with Keita\u2019s appointment as executive director, which ended the long hunt for a permanent leader. \u201cWe were very excited,\u201d said one then staff member in Senegal. \u201cWe had the sense that the organisation would become more stable.\u201d<\/p>\n<p>But that did not happen. Just a week later, an email landed in the inbox of Greenpeace Africa\u2019s people and culture director Paul Ngugi and its then lead campaigner on climate and <a title=\"Energy Globe Award for Sustainability \u2014 Awards 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/uncategorized\/energy-globe-award-for-sustainability-awards-2023\">energy<\/a> Melita Steele, flagging earlier support by Keita for Rwandan President Paul Kagame.<\/p>\n<p>Sent by the head of Greenpeace Africa\u2019s Congo rainforest campaign at the time, and signed on behalf of \u201cthe <a title=\"The Congo Basin Forest Partnership (CBFP) Flash News 09\/2019 Newsletter\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/the-congo-basin-forest-partnership-cbfp-flash-news-09-2019-newsletter\">Congo Basin<\/a> team\u201d, the email raised \u201cserious concerns\u201d about Keita\u2019s appointment, due to her alleged \u201cvery high admiration of Paul Kagame and her public communication to praise and admire him\u201d.<\/p>\n<p>The email, seen by Climate Home, included 15 posts by Keita on X (formerly Twitter), sent between November 2020 and October 2022. They praised Kagame\u2019s \u201cexemplary leadership\u201d, calling him a \u201cvisionary\u201d, \u201crare jewel\u201d and \u201cmy Favourite President in the world\u201d. Keita said she had moved to Rwanda \u201cbecause of the admiration and respect I have for this man!\u201d<\/p>\n<p>Commenting on this, the email from the <a title=\"FSC Congo Basin Coordinator\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/fsc-congo-basin-coordinator\">Congo Basin<\/a> team said that having a leader of Greenpeace Africa with that kind of admiration for Kagame was a serious problem for them and their work.<\/p>\n<p>The United Nations\u00a0<a href=\"https:\/\/documents.un.org\/doc\/undoc\/gen\/n24\/118\/80\/pdf\/n2411880.pdf\">has accused<\/a>\u00a0the military forces of Rwanda, governed by Kagame since 2000, of sending 4,000 troops to invade parts of neighbouring DRC and of backing Congolese rebel group M23. The violence has displaced millions of people in the DRC, which is home to large swathes of the world\u2019s second-largest rainforest \u2013 a huge <a title=\"The story behind a Carbon Credit\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/the-story-behind-a-carbon-credit\">carbon<\/a> store whose protection is regarded as vital to curbing global warming.<\/p>\n<p>The email noted that the Congo Basin team had been preparing a statement on the DRC conflict for Greenpeace Africa\u2019s leadership to endorse, \u201cas for us our organisation\u2019s silence on this conflict is no longer acceptable\u201d. (Photo: Arlette Bashizi\/Reuters)<\/p>\n<\/div>\n<p><strong>Internal \u201csmear campaign\u201d<br \/>\n<\/strong>The email led to frantic activity at the top of Greenpeace Africa. The organisation\u2019s engagement director brought forward training on social media use and prepared what she called a \u201crisk <a title=\"Climate change mitigation: reducing emissions\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-mitigation-reducing-emissions\">mitigation<\/a> comms plan for this particular concern\u201d.<\/p>\n<p>On March 16, 2023, Greenpeace Africa\u2019s then head of communication, Johannesburg-based Mbong Akiy Fokwa Tsafack, sent an email to staff on the subject of \u201cthe smear campaign\u201d against the new executive director.<\/p>\n<p>Greenpeace Africa, it said, wanted \u201cto express its ultimate concern and disgust at the onslaught\u201d. It accused unnamed people of using a \u201ccolonial approach, of divide and rule, taking advantage of the fragile political situation in the DRC to drive their agenda\u201d and to \u201cresist the transformation that is required to bring credibility to the presence of Greenpeace in Africa\u201d.<\/p>\n<p>Shortly afterwards, Keita herself sent a conciliatory email with no reference to Tsafack\u2019s message. Keita said she had \u201cheard with distress, yet with solidarity, the cries of the staff in the DRC who are rightfully disturbed about tweets on my social media handle\u201d.<\/p>\n<p>The posts, she noted, were made while she led YouthConnekt, which was chaired by Rwanda. \u201cCheering, supporting and celebrating the political will of these African leaders towards investing in the <a title=\"Youths contribute to biodiversity conservation efforts\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/youths-contribute-to-biodiversity-conservation-efforts\">youth<\/a> of Africa, including the main Champion the President of Rwanda as the co-initiator of this continental initiative was a big part of the job,\u201d she wrote.<\/p>\n<p>Keita added that she had \u201cno personal political affiliations with any <a title=\"Funding: Climate-resilient Action in African Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-climate-resilient-action-in-african-countries\">African<\/a> countries\u201d, thanked colleagues for raising \u201cvalid\u201d concerns, and appealed for unity \u201cto build the Africa we all want to live in\u201d.<\/p>\n<p>Keita did not respond to a request for comment for this article.\u00a0<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/about-us-2\/#:~:text=Our%20vision%20is%20an%20Africa,been%20more%20than%20an%20organisation\">Greenpeace Africa\u2019s website\u00a0<\/a>states that the organisation \u201cdoes not take sides in conflicts and wars on the African continent\u201d, in line with Greenpeace\u2019s global policy on peace.<\/p>\n<h3>Congo office closure<\/h3>\n<p>About seven months later, in October, Greenpeace Africa\u2019s <a title=\"Blended finance and climate colonialism\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/blended-finance-and-climate-colonialism\">finance<\/a> director, South African Gerhard Combrink, held a video call with the DRC office to tell staff there that management had decided \u201cto close down\u201d their office and centralise activities for the Congo Basin in Cameroon.<\/p>\n<p>The announcement seemed to come as a surprise to those attending, many of whom criticised the decision. Combrink said the Greenpeace <a title=\"Consultancy services: development of climate resilient value chains of biodiversity products and services in Africa\u2019s forest biodiversity hotspots\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/consultancy-services-development-of-climate-resilient-value-chains-of-biodiversity-products-and-services-in-africas-forest-biodiversity-hotspots\">Africa<\/a> board had \u201cconsulted widely with Greenpeace International and with other [national or regional offices], especially Belgium\u201d, the DRC\u2019s former colonial ruler. But staff in the DRC said on the <a title=\"CFPs: ProBioDev Program to support Projects focused on Biodiversity Conservation\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/cfps-probiodev-program-to-support-projects-focused-on-biodiversity-conservation\">call<\/a> they had not been included.<\/p>\n<p>The then lead for the Congo Basin team said that, as three-fifths of the Congo rainforest is in the DRC, losing the office there would be a \u201chistorical error\u201d and would damage the organisation\u2019s credibility globally.<\/p>\n<p>The forest \u2013 and its central role in keeping <a title=\"Call for consultancy services: recruitment of experts to review and synthesise information on the nexus between climate change, forests and trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-recruitment-of-experts-to-review-and-synthesise-information-on-the-nexus-between-climate-change-forests-and-trees\">climate change<\/a> in check \u2013 is threatened by government-backed efforts to drill for oil and by industrial logging.<\/p>\n<p>\u201cIt\u2019s like closing an office in Brazil, and you say you\u2019ll be campaigning from somewhere else to try to save the Amazon <a title=\"Forests vital for climate action plan\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forests-vital-for-climate-action-plan\">forest<\/a>. (Photo: Hereward Holland\/Reuters)<\/p>\n<\/div>\n<p>Combrink said one \u201cfundamental\u201d reason for the decision was \u201cthe security issues we face and our inability to openly confront the government without placing our staff at risk\u201d. He noted that the organisation had evacuated staff to safeguard them against threats. The campaigner, who did not respond to <a title=\"Request for Proposal on Analysis of Public Sector Climate, Forest, and Land Use Strategies and Determination of Investment Readiness Score\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/request-for-proposal-on-analysis-of-public-sector-climate-forest-and-land-use-strategies-and-determination-of-investment-readiness-score\">Climate Home\u2019s request<\/a> for comment, replied that these evacuations had only been \u201cpreventive\u201d and no DRC employees had been arrested.<\/p>\n<p><b>Fundraising prioritised<br \/>\n<\/b>Combrink said another reason for shutting the DRC office was that, due to the war in Ukraine, funding from Germany \u2013 a key source of income for Greenpeace Africa \u2013 was drying up. He said that \u201cthe [Greenpeace Africa] board is adamant that if we do have activities, it is necessary that we focus on fundraising within those countries\u201d, adding it was not possible to \u201csubstantially\u201d raise funds in the DRC, one of Africa\u2019s poorest countries.<\/p>\n<p>In\u00a0<a href=\"https:\/\/www.greenpeace.org\/static\/planet4-africa-stateless\/2023\/08\/6494bb8f-tor-geographic-footprint-advert-.docx.pdf\">the terms of reference<\/a>\u00a0seeking an external consultant to conduct the review \u2013 to be hired in August 2023 and reporting to Combrink and Keita \u2013 Greenpeace Africa stipulated that its future footprint should \u201creflect adequate presence in countries affluent enough to raise income for the rest of the organisation\u201d.<\/p>\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/19580427\">\n<p><iframe title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/19580427\/embed?auto=1\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<div class=\"flourish-credit\"><a href=\"https:\/\/flourish.studio\/visualisations\/line-bar-pie-charts\/?utm_source=showcase&amp;utm_campaign=visualisation\/19580427\" target=\"_top\" rel=\"noopener\">A Flourish chart<\/a><\/div>\n<\/div>\n<p>In its earlier June 2023 letter to Keita, mandating her to carry out the restructuring, the Greenpeace Africa board had noted that Greenpeace\u2019s global revenue was decreasing against inflation, with the war in Ukraine negatively affecting its donor base and leading to a reduction in grants to <a title=\"Advancing Biodiversity Conservation: 10th Africa Regional Dialogue on Biodiversity Finance\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/advancing-biodiversity-conservation-10th-africa-regional-dialogue-on-biodiversity-finance\">regional offices including Africa<\/a>.<\/p>\n<p>It said staff alone accounted for almost two-thirds of Greenpeace Africa\u2019s total annual projected costs, leaving it \u201cpoorly equipped to reduce its expenditure in the short term when its income streams diminish\u201d.<\/p>\n<p>\u201cGiven the large fixed overhead costs required to maintain a formal office within a country, it is crucial that we utilize current <a title=\"Research Grants for Field Research 2024\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/research-grants-for-field-research-2024\">grant<\/a> income streams to grow within geographical areas that can provide future donor income streams,\u201d it added.<\/p>\n<p>Several months later, on the call with DRC staff, Combrink said the review had identified Ghana, Nigeria and Mauritius as good targets for expansion, adding that fundraising in Kenya had \u201cstarted to pick up\u201d.<\/p>\n<p>Responding to his comments, Greenpeace\u2019s then Congo Basin lead argued that, while decisions on where to locate <a title=\"Vacant: Finance Officer\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/vacant-finance-officer\">offices should be based on more than finances<\/a>, DRC was \u201cgetting a lot of money compared to other offices\u201d, particularly for its campaign to save the country\u2019s huge rainforest.<\/p>\n<div id=\"attachment_53207\" class=\"wp-caption alignnone\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-53207\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120148\/DRC-rainforest.jpg\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120148\/DRC-rainforest.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120148\/DRC-rainforest-252x168.jpg 252w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120148\/DRC-rainforest-505x337.jpg 505w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120148\/DRC-rainforest-768x513.jpg 768w\" alt=\"\" width=\"800\" height=\"534\" aria-describedby=\"caption-attachment-53207\" \/><\/p>\n<p id=\"caption-attachment-53207\" class=\"wp-caption-text\">A PhD student measures the circumference of a tree in a <a title=\"Science without Borders Challenge 2024\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/science-without-borders-challenge-2024\">forest<\/a> reserve near the village of Masako in the DRC on August 8, 2012. (Photo:\u00a0<a href=\"https:\/\/www.flickr.com\/photos\/cifor-icraf\/35895932465\/in\/photostream\/\">Ollivier Girard\/CIFOR<\/a>)<\/p>\n<\/div>\n<p>In spite of the subsequent restructuring, which led to most of the DRC office staff leaving,\u00a0Greenpeace Africa told <a title=\"GMES &amp; Africa Strengthens Synergy with PolicyMakers to Address Climate Change Effects through EO Technologies\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/gmes-africa-strengthens-synergy-with-policymakers-to-address-climate-change-effects-through-eo-technologies\">Climate<\/a> Home its\u00a0operations in the country had not ceased and had been strengthened in 2024.<\/p>\n<p>During its\u00a0<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/press\/56283\/greenpeace-africa-engage-key-stakeholders-in-the-drc-to-tackle-environmental-challenges-and-promote-community-led-conservation\/\">latest mission to the DRC<\/a>\u00a0in August, to engage with \u201ckey stakeholders\u201d, including the government, Greenpeace Africa said the Hydrocarbons Minister confirmed his government\u2019s commitment to remove oil concessions overlapping protected forest areas, including in the Virunga National Park, and invited Greenpeace Africa to help identify the areas threatened by the concessions.<\/p>\n<p>\u201cSuch political dialogue provides us a platform to campaign to achieve positive outcomes for the environment and the people in Africa,\u201d Greenpeace <a title=\"Africa\u2019s disproportionate climate change burden and adaptation costs\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/africas-disproportionate-climate-change-burden-and-adaptation-costs\">Africa told Climate<\/a> Home by email.<\/p>\n<p>It added that the\u00a0board\u2019s decision to conduct a \u201cgeographic footprint\u201d exercise to consider fundraising potential across the continent also supported this objective \u2013 and was not a threat to its activities in poorer countries like DRC.<\/p>\n<p>\u201cThis approach does not diminish \u2013 in fact it strengthens \u2013 our capacity to promote environmental justice in all regions, including those with fewer financial resources,\u201d it told <a title=\"Why hurricane Beryl highlights the need for increased UK climate finance\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/why-hurricane-beryl-highlights-the-need-for-increased-uk-climate-finance\">Climate<\/a> Home.<\/p>\n<p><strong>Union members sue in South Africa<br \/>\n<\/strong>As part of the broader restructuring of the organisation, further job cuts were announced at Greenpeace Africa\u2019s offices in Senegal and South Africa.<\/p>\n<p>Sources who worked at Greenpeace South Africa at that time said unionised staff members were affected by the retrenchment.<\/p>\n<p>A document put together by trade union members, seen by Climate Home, lists 34 union members in Greenpeace Africa\u2019s head office in Johannesburg. Of these, ten were in the fundraising department which trade union sources said was excluded from the restructuring.<\/p>\n<p>Of the remaining 24, 15 were deemed \u201cnot suitable\u201d for their positions and were laid off, as were several non-union staff, out of an overall headcount of around 50 employees.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-53208\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120456\/snapshot-1727696675320.png\" sizes=\"auto, (max-width: 794px) 100vw, 794px\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120456\/snapshot-1727696675320.png 794w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120456\/snapshot-1727696675320-232x168.png 232w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120456\/snapshot-1727696675320-465x337.png 465w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120456\/snapshot-1727696675320-768x556.png 768w\" alt=\"\" width=\"794\" height=\"575\" \/><\/p>\n<p><em>Chart: <a title=\"Climate Home News Seeks Africa-Based Energy Transition Reporter\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-home-news-seeks-africa-based-energy-transition-reporter\">Climate Home News<\/a><\/em><\/p>\n<p>A legal document seen by Climate Home, dated May 2024, shows that lawyers acting for affected union members filed a case against Greenpeace Africa with the Labour Court of South Africa in Johannesburg alleging unfair dismissal and failure to follow due process.<\/p>\n<p>It said court-ordered efforts at <a title=\"Call for consultancy services: evaluation of national governance instruments on desertification, biodiversity and climate change on forestry\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-evaluation-of-national-governance-instruments-on-desertification-biodiversity-and-climate-change-on-forestry\">consultation<\/a> between the employees and Greenpeace Africa had not resulted in any agreed selection criteria for retrenchment, but their contracts were terminated nonetheless. The case is pending and if not resolved in arbitration, will be heard by the court. Greenpeace did not comment on the proceedings.<\/p>\n<p>Sources also raised questions about whether new staff, brought in after the restructuring, were permitted to unionise in the workplace.<\/p>\n<p>A Greenpeace Africa employment contract from the end of 2023, seen by Climate Home, asked a potential employee in South Africa to \u201cacknowledge that Greenpeace Africa is a non-unionised employer due to the nature of its operations, being a Non-Governmental not-for-profit institution relying on external grants for its survival\u201d.<\/p>\n<p>It requested that the employee \u201cacknowledge that any [trade union] recognition agreement signed before 1 January 2024 is deemed cancelled and should a recognition agreement be required under local labour law, a new agreement will need to be signed in line with Greenpeace Africa\u2019s new policies\u201d.<\/p>\n<p>It is not known whether this is a standard clause in employment contracts for Greenpeace Africa staff. The organisation did not respond directly to Climate Home\u2019s questions on this issue, or <a title=\"Recent scientific briefs provide information about the Global Biodiversity Framework goals.\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/recent-scientific-briefs-provide-information-about-the-global-biodiversity-framework-goals\">provide information<\/a> on its unionisation policy, as requested.<\/p>\n<p>In Senegal too, Climate Home understands that three former staff members have taken Greenpeace Africa to the local labour <a title=\"Climate court in session\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-court-in-session\">court<\/a>. They are seeking damages and a declaration that their dismissals were unfair after they were accused of financial irregularities and other misdemeanours \u2013 which they deny. Greenpeace Africa declined to comment on the case, which is at a pre-trial stage pending conciliation efforts.<\/p>\n<p>While Greenpeace\u2019s management have insisted the job losses across their African offices were necessary to keep the organisation financially sustainable, many former staff members told Climate Home the restructuring was used as a <a title=\"Study finds simple, cheap way to use forests to slow global climate change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/study-finds-simple-cheap-way-to-use-forests-to-slow-global-climate-change\">way<\/a> to ram through the changes wanted by the board in the face of internal opposition.<\/p>\n<p>\u201cIt\u2019s just a way to kill [the influence of] some activists who do not agree with what they say,\u201d said a former staffer in Senegal \u201cThey want people who are very docile.\u201d<\/p>\n<p>Greenpeace <a title=\"African Climate Solutions: Prioritizing People Over Profit\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/african-climate-solutions-prioritizing-people-over-profit\">Africa told Climate Home it recognised that \u201csome people<\/a> may not be happy with the growing success of the new management\u201d.<\/p>\n<p>\u201cWe understand that organisational <a title=\"Global cities unprepared for climate change challenges\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/global-cities-unprepared-for-climate-change-challenges\">changes can be challenging<\/a>, and we made sure that the change management process was carried out legally, fairly and transparently,\u201d it added.<\/p>\n<p><b>More government \u201ccollaboration\u201d<\/b><\/p>\n<p>The organisational strife and contentious reforms inside Greenpeace Africa have been accompanied by a shift in external strategy, according to documents seen by Climate Home.<\/p>\n<p>An internal report on Greenpeace Africa\u2019s activities at the COP28 UN climate summit in Dubai last December, said that, during meetings, ministers from the Republic of Congo and Cameroon \u201cexpressed their strong displeasure with Greenpeace\u2019s confrontational approach in trying to <a title=\"How China\u2019s dairy industry is addressing climate change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/how-chinas-dairy-industry-is-addressing-climate-change\">address the issues around climate<\/a> change\u201d.<\/p>\n<div id=\"attachment_53210\" class=\"wp-caption alignnone\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-53210\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120939\/Cop28-report.jpg\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120939\/Cop28-report.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120939\/Cop28-report-177x168.jpg 177w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120939\/Cop28-report-355x337.jpg 355w, https:\/\/cdn.climatechangenews.com\/files\/2024\/10\/01120939\/Cop28-report-768x729.jpg 768w\" alt=\"\" width=\"800\" height=\"759\" aria-describedby=\"caption-attachment-53210\" \/><\/p>\n<p id=\"caption-attachment-53210\" class=\"wp-caption-text\">A screenshot of Greenpeace Africa\u2019s <a title=\"International Climate Initiative Medium Grants\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/international-climate-initiative-medium-grants\">internal report on the COP28 climate<\/a> summit<\/p>\n<\/div>\n<p>The report did not describe what they objected to, but said that Keita \u201creassured [the ministers] of a new approach of collaboration\u201d and <a title=\"Call for Concept Notes for Regional Innovation Collaboration Projects in eastern Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-concept-notes-for-regional-innovation-collaboration-projects-in-eastern-africa\">noted<\/a> they \u201cwere willing to reset the relationship with [Greenpeace Africa] under the new leadership and map out areas of collaboration in the near future\u201d.<\/p>\n<p>This approach was criticised by former staff members. \u201cIt\u2019s not the DNA of Greenpeace,\u201d one said. \u201cHow can you be friendly with the government and it is killing people?\u201d Another said, \u201cit felt like we were being neutered.\u201d<\/p>\n<p>Greenpeace Africa, told Climate Home that, under its current management, it \u201csupports the building of a <a title=\"Surging Climate Litigation: A Key Tool for Climate Justice\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/surging-climate-litigation-a-key-tool-for-climate-justice\">climate justice<\/a> movement across Africa to hold the extractive industries and governments to account\u201d. It had launched its first such movement in the DRC, Cameroon and Ghana, with plans to expand into the Republic of Congo and Nigeria in 2025, it added.<\/p>\n<p>In addition, Greenpeace Africa pointed to its lobbying work against the oil industry and its impacts on the continent, as well as its advocacy calling for plastic waste to be cleaned up in Kenya, and more <a title=\"Protected and Conserved Area Fund\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/protected-and-conserved-area-fund\">protection<\/a> for oceans and the livelihoods of African fishing communities, among other campaigns.<\/p>\n<p><b>Greenpeace International silent<br \/>\n<\/b>Despite the apparent turmoil experienced at Greenpeace Africa over the past 18 months, Climate Home understands that its parent organisation Greenpeace International has not intervened to help resolve the documented issues. Greenpeace did not respond directly when asked about this.<\/p>\n<p>Greenpeace Africa is one of 26 Greenpeace branches around the world, known as national\/regional organisations or NROs. They all have some independence but are overseen by Greenpeace International, which is based in the Dutch city of Amsterdam.<\/p>\n<p>Nairobi-based <a title=\"Vacancy Announcement: Resource Mobilization\/ Development Officer\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/vacancy-announcement-resource-mobilization-development-officer\">development officer<\/a> Yvonne Muyoti, who is in charge of monitoring Greenpeace Africa for Greenpeace International, was copied on the emails from Keita and Tsafack about DRC staff concerns over Rwanda.<\/p>\n<p>Greenpeace Africa told <a title=\"AU consultation on common African climate change, peace, and security position concludes, enhancing collaboration\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/au-consultation-on-common-african-climate-change-peace-and-security-position-concludes-enhancing-collaboration\">Climate<\/a> Home it is an independent NRO guided by its board of directors but collaborates closely with Greenpeace International. \u201cWe <a title=\"Call for contributions to support the uptake and use of the IPBES Values and Sustainable Use Assessments\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-contributions-to-support-the-uptake-and-use-of-the-ipbes-values-and-sustainable-use-assessments\">value the support<\/a> and oversight provided by Greenpeace International,\u201d it said.<\/p>\n<p>Some former staff members of Greenpeace Africa, however, are concerned that a lack of racial diversity in the upper levels of Greenpeace International \u2013 whose top executives are mostly white and from rich countries \u2013 is preventing the global parent organisation from intervening in the African disarray.<\/p>\n<p>One black <a title=\"Grants for Female Early-Career Scientist\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/grants-for-female-early-career-scientist-2\">female<\/a> former Greenpeace Africa staff member told Climate Home she believed Greenpeace International was reluctant to challenge Keita over her leadership style: \u201cI think they are worried about how it will look \u2013 a Eurocentric organisation taking on a black woman.\u201d<\/p>\n<p>Another former employee described Greenpeace Africa as his \u201cbaby\u201d, but said those now in charge \u201cdon\u2019t know the DNA of the organisation\u201d.<\/p>\n<p>\u201cPeople in Greenpeace have to be strong and be up against all the injustice they are facing in the organisation,\u201d he said. \u201cThe fight must start inside before it goes outside.\u201d<\/p>\n<p>(Reporting by Joe Lo; fact-checking by Sebastian Rodriguez; editing by Megan Rowling, Sebastian Rodriguez and Matteo Civillini)<\/p>\n<p>This story was updated shortly after publication to amend biographical details on Greenpeace Africa\u2019s executive director Oulie Keita.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since its head office opened in Johannesburg 16 years ago, the African arm of environmental campaign group Greenpeace has made a name for itself, battling governments and corporations to defend forests, protect oceans and tackle climate change.
