on the new administration of United States President Donald Trump on the closing day of a three-day WHO conference here on air pollution \u2013 warning that progress on critical environmental health and climate topics depends on the \u201ccommon agenda\u201d that has been fostered by the system of multilateral cooperation \u2013 \u201cand if the multilateral system doesn\u2019t exist all of this will be in vain.\u201d<\/p>\n<p>The Trump administration, with its ultranationalist agenda, is \u201crepeating the mistakes of history,\u201d that led to the rise of fascism and\u00a0 World War 2\u201d he warned, saying, \u201cwe need to act against a vision that aims to impose itself over all of humanity.<\/p>\n<p>He warned that in the new international order the US is trying to shape, ideology threatens to overcome scientific facts, adding: \u201cAs George Orwell said in 1984, when each individual will imagine their own reality \u2013 then one of the victims of that new reality is health.\u201d<\/p>\n<p>And the \u201cgreed\u201d of unbridled markets dominated by fossil fuel interests, meanwhile, stands in the way of a <a title=\"Africa Enterprise Challenge Fund \u2014 Clean Energy Technologies\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/africa-enterprise-challenge-fund-clean-energy-technologies\">clean energy<\/a> transition that would clean up the air and Center, WHO\u2019s Maria Neira.<\/figcaption><\/figure>\n<p>The president spoke ahead of a closing day that saw 17 countries and about 40 cities, <a title=\"Civil Society Organizations Renew Commitment to Biodiversity at CEPF Workshop\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/civil-society-organizations-renew-commitment-to-biodiversity-at-cepf-workshop\">civil society organizations and philanthropies make commitments<\/a> to reducing air pollution \u2013 along the lines of a WHO call for halving air pollution-related mortality by 2040.<\/p>\n<p>Some 47 million <a title=\"Urgent call: States must act now on Climate Change, Food Security, and Health\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/urgent-call-states-must-act-now-on-climate-change-food-security-and-health\">health care professionals also signed a call for urgent<\/a> action to reduce air pollution, published at the conference opening.<\/p>\n<p>\u201cNow, our collective task is to turn this <a title=\"Call for project: Forest Conservation through Local and Indigenous Action\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-project-forest-conservation-through-local-and-indigenous-action\">call into action<\/a>. Last month, WHO\u2019s Executive Board agreed to a new global target to reduce the health impacts of air pollution by 50%,\u201d said WHO Director General Dr Tedros Adhanom Ghebreyesus in a video-taped statement to <a title=\"International Grants for Conference Participation 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/international-grants-for-conference-participation-2023\">conference participants<\/a>.\u00a0 \u201cWe estimate that meeting this goal would save around 3 <a title=\"36-Million-Year Cycle Drives Biodiversity, Say Scientists\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/36-million-year-cycle-drives-biodiversity-say-scientists\">million<\/a> lives every year.\u201d<\/p>\n<p>But with few high-level ministers in attendance at the Cartagena event, rallying more member states to the new WHO global target needs to be a long-term endeavor taken up at other <a title=\"Climate change creates health risks for 70% of global workers\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-creates-health-risks-for-70-of-global-workers\">climate<\/a> and health fora, and with mechanisms and funding for tracking of progress over time \u2013 something lacking until now.<\/p>\n<p>The most immediate opportunity will be the upcoming May World Health Assembly \u2013 when member states are expected to review and adopt a new\u00a0<a href=\"https:\/\/apps.who.int\/gb\/ebwha\/pdf_files\/EB156\/B156_24-en.pdf\" target=\"_blank\" rel=\"noopener\">WHO Road Map for reducing air pollution\u2019s health impacts<\/a>, which includes the 50% target in the text. At February\u2019s Executive Board meeting,\u00a0<a href=\"https:\/\/healthpolicy-watch.news\/new-who-air-pollution-road-map-gets-strong-support-member-states-ask-for-greater-equity-focus-in-climate-work\/\">\u00a0the 34 member governing body endorsed the Road Map<\/a>. Final\u00a0WHA approval in May would clear the way, at least politically, for a sustained effort amongst member states to meet the 50% target.<\/p>\n<p>Until now, there has never been a clear, quantifiable UN <a title=\"Action Awards for Sustainable Development Goals\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/action-awards-for-sustainable-development-goals\">Sustainable Development Goal<\/a> or WHO target for reducing air pollution, against which progress can be monitored and reported. Public commitments made at the conference were often more symbolic than tangible \u2013 representing only the start of a long, uphill battle for change.<\/p>\n<p>China and Brazil, as well as the United Kingdom, Mexico and Vietnam, for instance, committed to strengthening their air quality standards to align more closely with WHO air quality guidelines, although specific targets were not named.\u00a0 China also said it would <a title=\"Collaborative tree improvement expands \u2013 species\/clonal hybrid trials and breeding populations\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/collaborative-tree-improvement-expands-species-clonal-hybrid-trials-and-breeding-populations\">expand international collaborations<\/a> on air pollution, based on its own national successes in driving down exceedingly high air pollution levels.<\/p>\n<p>Spain committed to a carbon-neutral health-care system by 2050, and Colombia committed to expand <a title=\"Climate Technology Initiative \u2014 Funding for Climate or Clean Energy Projects\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-technology-initiative-funding-for-climate-or-clean-energy-projects\">initiatives that improve air quality through a clean energy<\/a> transition and advanced wildfire prevention and mitigation.<\/p>\n<p>Germany, Mongolia, Norway, Cuba, Mongolia and Mexico were among the countries commiting to <a title=\"Climate change mitigation: reducing emissions\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-mitigation-reducing-emissions\">reducing emissions<\/a> in other key sectors, from agriculture to transport. Mexico said it would incorporate black carbon, a powerful <a title=\"Uganda takes bold steps against air pollution and climate change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/uganda-takes-bold-steps-against-air-pollution-and-climate-change\">climate as well as air pollutant<\/a>, into national vehicle regulations to reduce particulate matter emissions. Mexicoi, together with Mongolia and Vietnam, also pledged to make air quality and health <a title=\"New publication: Modelling and Mapping of Forest Biodiversity Indicators Using Sentinel-2 and PlanetScope Remotely Sensed Data\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/new-publication-modelling-and-mapping-of-forest-biodiversity-indicators-using-sentinel-2-and-planetscope-remotely-sensed-data\">data publicly<\/a> available.<\/p>\n<p>Conflict-wracked Somalia committed to a 75% transition to clean cooking by 2040. The Philippines, Pakistan and Cuba also made various forms of commitments, as well as France.<\/p>\n<p>India has already <a title=\"Ministers warned England set to miss wildlife and biodiversity targets\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/ministers-warned-england-set-to-miss-wildlife-and-biodiversity-targets\">set a target<\/a> of reducing particulate air pollution by 40% by 2026, over a 2017 baseline, said Dr Aakash Shrivastava, of the Ministry\u2019s National Center for Disease Control, adding, \u201cEven if this target is delayed it will likely progress towards 35% [reduction] by 2035,\u201d in lines with the target outlined by WHO.<\/p>\n<p>On behalf of the powerful\u00a0<a href=\"https:\/\/www.c40.org\/\" target=\"_blank\" rel=\"noopener\">C40 cities<\/a>\u00a0network, representing almost 100 of the world\u2019s biggest cities, the Deputy Mayor of London, Mete Coban, committed to advancing urban goals and strategies in line with WHO\u2019s 2040 target and roadmap.<\/p>\n<p>Meanwhile, the Clean Air Fund committed $90 million over the next two years to a series of ongoing air pollution and <a title=\"International Climate Initiative Small Grants\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/international-climate-initiative-small-grants\">climate initiatives<\/a>. Among those, it is collaborating with C-40 and Bloomberg in the new\u00a0<a href=\"https:\/\/breathecities.org\/who-we-are\/\" target=\"_blank\" rel=\"noopener\">\u201cBreathe Cities\u201d network<\/a>\u00a0that is financing urban air pollution mitigation efforts \u2013 from afforestation to clean transit and waste management \u2013 in dozens of low- and middle income cities and towns across Africa, Asia and Latin America. Decarbonization, to stop using coal, oil and gas, means a change in the powers of production; it won\u2019t happen just because of politically correct declarations,\u201d he added.<\/p>\n<p>\u201cSome 34 deaths out of every 100,000 in Colombia are due to air pollution \u2013 more than by murder \u2013 and Colombia has one of the highest murder rates in the world.
