{"id":10987,"date":"2025-04-12T15:01:16","date_gmt":"2025-04-12T12:01:16","guid":{"rendered":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/?p=10987"},"modified":"2025-04-12T15:01:16","modified_gmt":"2025-04-12T12:01:16","slug":"loss-and-damage-fund-to-disburse-250m-initially","status":"publish","type":"post","link":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/loss-and-damage-fund-to-disburse-250m-initially","title":{"rendered":"Loss and Damage Fund to disburse $250M initially"},"content":{"rendered":"<p>The fund\u2019s board has agreed a plan for the start-up phase of the UN mechanism to help developing nations tackle the consequences of climate disasters.<\/p>\n<p>The Fund for Responding to Loss and Damage (FRLD) will spend $250 million until the end of 2026 on an initial set of interventions to help developing countries deal with the aftermath of climate-driven disasters.<\/p>\n<p>At a three-day meeting in Barbados, the UN fund\u2019s board agreed on the strategy for the start-up phase of the mechanism, which will initially focus on strengthening national responses to climate catastrophes rather than community-level action \u2013 something activists had called for.<\/p>\n<p>The fund will give grants of between $5 million and $20 million to project proposals submitted by <a title=\"United Nations Environment Programme: Waste Management in Developing Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/united-nations-environment-programme-waste-management-in-developing-countries\">developing countries<\/a>, with the first round of approvals expected at the next board meeting. Governments will also be able to obtain direct budget support for emergency measures, such as temporary housing for <a title=\"Nation to take lead in protecting climate-displaced people\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/nation-to-take-lead-in-protecting-climate-displaced-people\">displaced people<\/a>, in case of a disaster.<\/p>\n<p>The start-up phase will be formally <a title=\"Call for national experts: strengthening capacity among African forestry stakeholders for implementing REDD+ in Anglophone and Lusophone Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-national-experts-strengthening-capacity-among-african-forestry-stakeholders-for-implementing-redd-in-anglophone-and-lusophone-africa\">called the \u201cBarbados Implementation<\/a> Modalities\u201d (BIM) in a nod to the host of the meeting. BIM is a colloquial nickname used by Barbadians to refer to their country.<\/p>\n<h2 class=\"wp-block-heading\">Most vulnerable states will get half of funding<\/h2>\n<p>In one of the most hotly debated issues, <a title=\"Call for Expression of Interest for Board Members of AfSTAG and AYAB\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-expression-of-interest-for-board-members-of-afstag-and-ayab\">board members<\/a> decided that small island developing states (SIDS) and the world\u2019s least developed countries (LDCs) would receive at least 50% of the fund\u2019s resources during the start-up period.<\/p>\n<p>During discussions, developed countries strongly pushed for that option, setting a minimum floor, while most <a title=\"Guidelines for developing national biodiversity monitoring systems\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/guidelines-for-developing-national-biodiversity-monitoring-systems\">developing nations<\/a> wanted a less binding target that the fund would only be \u201caiming to achieve\u201d.<\/p>\n<p>After gavelling the final decision, Richard Sherman, co-chair of the fund\u2019s board, said it had been a \u201ccomplicated\u201d meeting with lots of disagreements, but the final agreement showed that \u201ccollective, multilateral action was still a possibility\u201d.<\/p>\n<p>Among the most contentious issues was the role of other multilateral funds, such as the Green Climate Fund, in delivering the <a title=\"Call for Project Grant 2021: Sustainable development and climate change.\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-project-grant-2021-sustainable-development-and-climate-change\">projects and the provision of financial instruments apart from grants<\/a>, such as a blend of public and private finance.<\/p>\n<p>On the first point, the board decided the start-up phase may be implemented in collaboration with other entities and tasked the FRLD\u2019s Secretariat with devising a proposal. On the second issue, the <a title=\"Call for proposals to support Africa\u2019s Science Granting Councils in funding and managing research and innovation\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-proposals-to-support-africas-science-granting-councils-in-funding-and-managing-research-and-innovation\">fund will only disburse grants<\/a> but recipient countries can voluntarily decide to combine them with other instruments.<\/p>\n<h2 class=\"wp-block-heading\">Searching for billions<\/h2>\n<p>Harjeet Singh, founding director of the India-based Satat Sampada <a title=\"Global Climate Impacts of 2024\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/global-climate-impacts-of-2024\">climate<\/a> Foundation, welcomed the board\u2019s decision as a \u201clong-overdue step in supporting countries devastated by climate impact\u201d.<\/p>\n<p>But he added that \u201cfrontline communities must not just receive support, they must have direct access to resources and decision-making over rebuilding their lives\u201d.<\/p>\n<p>The money at the fund\u2019s disposal is dwarfed by the escalating costs of dealing with the consequences of <a title=\"Climate Change Impact on Beaches: Need for Green Thinking\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-impact-on-beaches-need-for-green-thinking\">climate impacts<\/a>.<\/p>\n<p>Despite pledging $768 million to the fund,\u00a0<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/FRLD_B.5_6_Status_of_resources_report_of_the_Trustee.pdf\">governments have so far signed contribution agreements<\/a>\u00a0for $495 million and only paid in $321 million. The Loss and Damage Collaboration, a network of NGOs working on the issue,<a href=\"https:\/\/www.lossanddamagecollaboration.org\/publication\/the-loss-and-damage-finance-landscape\">\u00a0has estimated<\/a>\u00a0that developing countries\u2019 loss and damage needs add up to about $400 billion a year.<\/p>\n<p>The FRLD\u2019s <a title=\"Re-advertisement: AAS Executive Director role\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/re-advertisement-aas-executive-director-role\">executive director<\/a>, Senegalese banker Ibrahima Cheikh Diong, said the Secretariat would deliver a plan to attract further resources by the end of 2025.<\/p>\n<h2 class=\"wp-block-heading\">Mottley sends stark warning to fossil fuel CEOs<\/h2>\n<p>Addressing board members during the meeting, Barbados Prime Minister Mia Mottley said it would be necessary to \u201cthink outside of what is normal\u201d to scale up funding.<\/p>\n<p>She spotlighted taxes on flights, shipping and oil and gas extraction as a way to raise <a title=\"Dreaming big on climate action means finding the money to pay for it\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/dreaming-big-on-climate-action-means-finding-the-money-to-pay-for-it\">money for climate action<\/a>. Barbados is a co-chair of the Global Solidarity Levies Task Force \u2013 together with France and Kenya \u2013 which is expected to offer concrete proposals by COP30 this November.<\/p>\n<p><iframe loading=\"lazy\" title=\"Day 2: Fifth Meeting of the Board of the Fund for responding to Loss and Damage\" width=\"1150\" height=\"647\" src=\"https:\/\/www.youtube.com\/embed\/083J_IS5VNY?start=8816&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>\u201cThose who contributed to the problem, must help solve the problem,\u201d Mottley said. \u201cThose who stand to benefit egregiously from the solution, must equally leave something on the table.\u201d<\/p>\n<p>One of Mottley\u2019s suggestions \u2013 the shipping levy for climate action \u2013\u00a0<a href=\"https:\/\/www.climatechangenews.com\/2025\/04\/11\/governments-agree-green-shipping-targets-and-fees-for-missing-them\/\">was dealt a huge blow<\/a>\u00a0on Friday when governments decided the proceeds of financial penalties imposed on polluting ship owners will not be spent outside the maritime sector.<\/p>\n<p>During her speech, Mottley also urged the CEOs of oil and gas companies to come around the table and discuss how the industry can contribute money for <a title=\"Support for Climate Action\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/support-for-climate-action\">climate action<\/a>. \u201cUnless they have a plan to live on Mars or Pluto and it is immediately accessible, they too will be part and parcel of the victimhood that will follow as a result of this crisis,\u201d she said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The fund\u2019s board has agreed a plan for the start-up phase of the UN mechanism to help developing nations tackle the consequences of climate disasters.
