GBIF encourages all participants to complete&nbsp;<a href=\"https:\/\/www.gbif.org\/tool\/6Y2SqK8XokHUqIFUn6TLxX\/\">capacity self-assessments<\/a>&nbsp;to help identify capacity strengths and needs. Project proposals must target specific capacity needs identified by the participants themselves and be aligned with one or more of the tasks in the &#8220;<a href=\"https:\/\/docs.gbif.org\/2022-work-programme\/en\/\">GBIF Implementation Plan 2017-2022 and Annual Work Programme 2022<\/a>&#8221; (please refer to the \u201c<a href=\"https:\/\/docs.gbif.org\/2022-work-programme\/en\/#overview-of-2022-work-items\">Overview of 2022 Work Items<\/a>\u201d).<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Particular priority will be given to proposals that support one or more of the work items under&nbsp;<a href=\"https:\/\/docs.gbif.org\/2022-work-programme\/en\/#activity-3a-identify-priority-gaps-2\">Activity 3a in the 2022 Work Programme (\u201cIdentify priority gaps\u201d)<\/a>, in particular those that generate documentation for nodes and data publishers on prioritizing data mobilization based on data gap analysis.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Project proposals must be based on&nbsp;<strong>one or more<\/strong>&nbsp;of the following three types of action eligible for support:<\/span><\/p>\n<ol>\n<li><span style=\"font-size: 14pt;\"><strong>Mentoring activities<\/strong>: Interactions among two or more GBIF participants where the core objective is the transfer of information, technology, experience and best practices in small groups.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\"><strong>Support for regional events and training workshops<\/strong>: Courses and workshops with a regional (multi-national) component to enhance the capacity of individuals or networks to contribute to and benefit from GBIF.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\"><strong>Documentation<\/strong>&nbsp;: Production of key learning and promotional resources or their adaptation to the national or regional context (e.g. by translation or including local\/regional perspectives). The GBIF Secretariat advocates&nbsp;<a href=\"https:\/\/docs.gbif.org\/documentation-guidelines\">digital-first documentation<\/a>&nbsp;to provide technical guidance and support training and skills development across GBIF\u2019s communities of practice. We recommend taking the&nbsp;<a href=\"https:\/\/www.gbif.org\/resource\/search?contentType=event\">general calendar of GBIF-related activities<\/a>&nbsp;into account when planning events.<\/span><\/li>\n<\/ul>\n<h3><span id=\"General_recommendations_for_preparing_concept_notes\"><span style=\"font-size: 14pt;\">General recommendations for preparing concept notes<\/span><\/span><\/h3>\n<ul>\n<li><span style=\"font-size: 14pt;\"><strong>Ensure that your project meets the eligibility criteria and aligns well with the overall objectives for the programme<\/strong>. Consider also the selection criteria mentioned in the application process. These will decide whether you will be invited to submit a full proposal.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\"><strong>Be brief<\/strong>. Try to provide the shortest responses possible and only add background information if really needed, using links to external resources rather than long explanations.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\"><strong>Review the FAQs<\/strong>. The&nbsp;<a href=\"https:\/\/www.gbif.org\/article\/1km42RKCFQ4TXI3G4Z1B8l\/\">FAQ page<\/a>&nbsp;will be updated throughout the project application period. The deadline for submissions is a hard deadline, and projects received late or incomplete will not be reviewed.<\/span><\/li>\n<\/ul>\n<h3><span id=\"Eligibility_criteria\"><span style=\"font-size: 14pt;\">Eligibility criteria<\/span><\/span><\/h3>\n<p><span style=\"font-size: 14pt;\">All activities funded under the CESP programme must comply with all the following eligibility criteria.<\/span><\/p>\n<h4><span id=\"General_eligibility_requirements\"><span style=\"font-size: 14pt;\">General eligibility requirements:<\/span><\/span><\/h4>\n<ul>\n<li><span style=\"font-size: 14pt;\">Concept notes and full proposals must be submitted in English through the&nbsp;<a href=\"https:\/\/gbif.fluxx.io\/\">GBIF Grants Portal<\/a>&nbsp;by the stated deadlines.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Project proposals must be&nbsp;<strong>jointly prepared by all project collaborators<\/strong>&nbsp;(<strong>all partners<\/strong>&nbsp;and the&nbsp;<strong>applicant<\/strong>).<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Applicants must commit cofunding (in-kind or cash) to their projects and provide details of this cofunding in their concept notes and full proposals. Cofunding refers to real costs that are incurred by the applicants while executing the funded project\u2019s activities. These could be in-kind contributions that directly contribute to the project activities (like staff salaries, travel costs etc.) or any in-cash contributions to CESP activities from other funding sources. The level of this cofunding will be taken into account when evaluating cost-effectiveness.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">All data mobilized through the CESP grants, as well as any other products of the projects, such as training material, must be made available under either a&nbsp;<a href=\"https:\/\/creativecommons.org\/publicdomain\/zero\/1.0\/\">CC0 1.0 waiver<\/a>&nbsp;or&nbsp;<a href=\"https:\/\/creativecommons.org\/licenses\/by\/4.0\/\">CC-BY 4.0 licence<\/a>.<\/span><\/li>\n<\/ul>\n<h4><span id=\"Eligibility_of_applicants\"><span style=\"font-size: 14pt;\">Eligibility of applicants:<\/span><\/span><\/h4>\n<ul>\n<li><span style=\"font-size: 14pt;\">Applicants and partners must be in good standing with GBIF (i.e. all parties involved in the project proposal have no overdue or missing reports and\/or deliverables from previous projects funded under GBIF-led programmes).<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Applications must be made by&nbsp;<strong>representatives of current<\/strong>&nbsp;<a href=\"https:\/\/www.gbif.org\/the-gbif-network\">GBIF Participants (both voting and associated partners)<\/a>: Applications can be submitted by (1) a GBIF Head of delegation, (2) a GBIF Node manager, or (3) a representative of an institution located in a GBIF participant country&nbsp;<strong>only<\/strong>&nbsp;if the application includes a letter of endorsement from the GBIF Head of delegation or Node manager.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">The applicant, who is also identified as project lead and primary contact for the project, will be responsible for the management, implementation and reporting of the grant on behalf of all project partners. We expect that the project lead is located in the country where the majority of the activities are scheduled to take place. Should this not be the case, a rationale explaining this decision is required in the concept note.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Project partners may be representatives of (1) current GBIF Participant nodes, or (2) other institutions from current GBIF participant countries having informed the Node manager of their participation in a project proposal, or (3) institutions from non-GBIF participant countries&nbsp;<strong>only<\/strong>&nbsp;if all costs related to their engagement are covered with cofunding.<\/span><\/li>\n<\/ul>\n<h4><span id=\"Eligible_use_of_funds\"><span style=\"font-size: 14pt;\">Eligible use of funds:<\/span><\/span><\/h4>\n<ul>\n<li><span style=\"font-size: 14pt;\">CESP funding can only be used for expenses relating to current GBIF Participants and the three types of action (mentoring activities, support for regional events and training workshops, and documentation).<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">All CESP funded activities must be not-for-profit. CESP funds may be used to support staff time, travel and costs associated with the organization of meetings and workshops.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Due to continuing uncertainty about&nbsp;<strong>COVID-19 restrictions<\/strong>&nbsp;at international and national levels, all plans for international and in-country travel, as well as facilities for physical workshops, should be accompanied by clear contingency plans in case some or all activities need to be replaced by virtual alternatives<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">CESP projects may request funding to cover up to a maximum of 50% of the costs of IT services required for&nbsp;<span class=\"ng-isolate-scope\" gb-help=\"it-services-for-virtual-events\"><span class=\"gbHelp\"><a class=\"gbHelp__trigger inherit noUnderline\" href=\"https:\/\/www.gbif.org\/news\/4EvtI94McmmHGaLCyTk6JB\/call-for-proposals-for-the-2022-capacity-enhancement-support-programme\" ng-click=\"vm.showPopup()\"><span class=\"ng-scope\">virtual events<\/span>&nbsp;<span class=\"circle-char\" ng-class=\"{hidden: vm.hideIcon}\">?<\/span><\/a>&nbsp;<\/span><\/span>, up to a maximum of \u20ac1,000.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Note that CESP funds&nbsp;<strong>cannot<\/strong>&nbsp;be used to pay for Overheads, which include costs that cannot be directly attributed to the activities of the project, e.g. bank fees, exchange rate fees, postal\/courier service costs, or Value Added Tax (VAT)*. CESP funds also cannot be used to pay for&nbsp;<span class=\"ng-isolate-scope\" gb-help=\"non-eligible-it-electronic-and-laboratory-expenses\"><span class=\"gbHelp\"><a class=\"gbHelp__trigger inherit noUnderline\" href=\"https:\/\/www.gbif.org\/news\/4EvtI94McmmHGaLCyTk6JB\/call-for-proposals-for-the-2022-capacity-enhancement-support-programme\" ng-click=\"vm.showPopup()\"><span class=\"ng-scope\">expenses related to the purchase of IT, electronic and laboratory equipment and services<\/span>&nbsp;<span class=\"circle-char\" ng-class=\"{hidden: vm.hideIcon}\">?<\/span><\/a>&nbsp;<\/span><\/span>or for expenses related to non-GBIF Participants. These letters must be submitted through the&nbsp;<a href=\"https:\/\/gbif.fluxx.io\/\">GBIF Grants Portal<\/a>.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">If invited to submit a full proposal, representatives of all current GBIF Participants who will benefit from the project must complete or update a&nbsp;<a href=\"https:\/\/www.gbif.org\/tool\/6Y2SqK8XokHUqIFUn6TLxX\/online-capacity-self-assessment-tool-for-national-biodiversity-information-facilities\">capacity self-assessment<\/a>&nbsp;for the GBIF Participant concerned. If selected for funding, this will also form part of the reporting process.<\/span><\/li>\n<\/ul>\n<h3><span id=\"About_the_GBIF_Grants_Portal\"><span style=\"font-size: 14pt;\">About the GBIF Grants Portal<\/span><\/span><\/h3>\n<p><span style=\"font-size: 14pt;\">Applicants who do not already have a GBIF Grants Portal account should register and&nbsp;<a href=\"https:\/\/gbif.fluxx.io\/user_sessions\/new\">create one<\/a>&nbsp;as early as possible, as the account verification process can take up to two (2) working days. Any requests\/enquiries sent to&nbsp;<a href=\"mailto:CESP@gbif.org\">CESP@gbif.org<\/a>&nbsp;should be responded to within three (3) working days.<\/span><\/p>\n<h3><span id=\"Application_process_and_selection_criteria\"><span style=\"font-size: 14pt;\">Application process and selection criteria<\/span><\/span><\/h3>\n<p><span style=\"font-size: 14pt;\">Applications for CESP grants follow a two-stage process:<\/span><\/p>\n<h4><span id=\"Stage_1\"><span style=\"font-size: 14pt;\">Stage 1<\/span><\/span><\/h4>\n<p><span style=\"font-size: 14pt;\">The project lead submits a concept note through the&nbsp;<a href=\"https:\/\/gbif.fluxx.io\/\">GBIF Grants Portal<\/a>, which will be screened to ensure that it meets the eligibility criteria and that it falls within the scope of the programme. If it passes these tests, the concept note is reviewed independently by three reviewers and scored against the following selection criteria:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 14pt;\">Relevance, urgency and scale of the targeted capacity needs<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Perceived effectiveness of the partnership and proposal to address the declared needs<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Expected value of the project\u2019s deliverables<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Likelihood of the project achieving sustainable results<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Cost-effectiveness (including factors such as the number of GBIF Participants benefiting from the project, matching funds leveraged (cofunding), etc.)<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Alignment with the current GBIF Implementation Plan and Work Programme, and in particular&nbsp;<a href=\"https:\/\/docs.gbif.org\/2022-work-programme\/en\/#activity-3a-identify-priority-gaps-2\">Activity 3a (\u201cIdentify priority gaps\u201d)<\/a><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 14pt;\">A panel convened by GBIF Secretariat, including external experts, then evaluates the concept notes based on scoring and comments provided by the reviewers, before recommending which applicants should be invited to submit a full proposal. In addition to the guidance provided by the reviewers, this panel may take the following criteria into account in its recommendations:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 14pt;\">Geographic and thematic balance, to ensure that invited proposals meet broader objectives of facilitating collaboration at regional and global levels<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Expected benefits to the broader GBIF community<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">A suitable balance of projects that build on the activities of previous grantees and those that bring together new project teams<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Potential for concept notes with similar objectives, focus and\/or overlapping partners to combine into a single submission at full proposal stage<\/span><\/li>\n<\/ul>\n<h4><span id=\"Stage_2\"><span style=\"font-size: 14pt;\">Stage 2<\/span><\/span><\/h4>\n<p><span style=\"font-size: 14pt;\">Applicants recommended by the selection panel are invited to submit a full proposal separately through the&nbsp;<a href=\"https:\/\/gbif.fluxx.io\/\">GBIF Grants Portal<\/a>. The invitation may be accompanied by recommendations or specific conditions communicated by the selection panel. These may include feedback on the detail of the concept note, recommendations regarding the budget or suggestions relating to the possible pairing of the project with another submitted concept note.&nbsp;<strong>The response to the panel\u2019s feedback will be used in the evaluation of the full proposal in addition to the selection criteria listed above.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Full proposals are submitted to the same process as the concept note, i.e. independent review and scoring by three reviewers, and evaluation by the selection panel.
