Plastic pearls become unglued.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-2\">&#8220;The colour of the jewel starts to fade as it becomes hotter, making it worthless and akin to junk&#8221;, said the 56-year-old mother of four, on a late April day when temperatures simmered around 38 Celsius (100F) in the western city of Ahmedabad.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-3\">Climate change drove heat in the city to a record-breaking 48C (118F) in 2016. Last year, it peaked at nearly 46C (114.8F).<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-4\">Such high temperatures could mean a hit to business. But Patni is now among 21,000 self-employed women in Gujarat state enrolled in one of the world&#8217;s first insurance schemes for extreme heat, <a title=\"Launching of the Development Corridors Partnership (DCP) Project in Tanzania\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/launching-of-the-development-corridors-partnership-dcp-project-in-tanzania\">launched this month by nonprofit Arsht-Rock Foundation Resilience Center in partnership<\/a> with microinsurance startup Blue Marble and a trade union.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-5\">If temperatures climb high enough above historical averages and linger there for three days, she&#8217;ll receive a small payout to help cope and compensate lost income.<\/p>\n<div class=\"spacing-container__container__2g5QT spacing-container__max-width__zScFd\" data-testid=\"ResponsiveAdSlot\">\n<div class=\"ad-slot__container__FEnoz ad-slot__fixed-height__6m70D\">\n<div class=\"ad-slot__inner__2u45U\">\n<div>While traditional insurance can take months to pay, with so-called &#8220;parametric&#8221; insurance there is no need to prove losses. It can pay within days of a trigger being reached \u2013 a predetermined threshold beyond which conditions are considered extreme. Payments can be set to things like wind speeds or rainfall.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-7\">This form of disaster assistance is on the rise across the <a title=\"Social Innovations for the Developing World\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/social-innovations-for-the-developing-world\">developing world<\/a>, as vulnerable communities are hammered by worsening drought, storms and heatwaves.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-8\">But with climate change happening faster and causing more damage than scientists had predicted \u2014 and too little money being spent on protecting populations \u2014 such projects could struggle over the longer-term, according to more than 20 industry experts consulted by Reuters.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-9\">Reinsurer Swiss RE reported that sales of parametric product jumped 40% between 2021 and August 2022. Insurance analysts at Allied Market Research estimate the market, valued at $11.7 billion in 2021, could reach $29.3 billion by 2031.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-10\">At annual climate talks in Egypt last year, nonprofits urged richer <a title=\"Consultancy Opportunity: National Consultant to Develop an Access to Finance Guide\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/consultancy-opportunity-national-consultant-to-develop-an-access-to-finance-guide\">nations to help finance<\/a> parametric insurance as a way of compensating victims of worsening weather extremes.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-11\">It is still somewhat niche &#8220;but it&#8217;s growing,&#8221; said Ekhosuehi Iyahen, secretary general of the Insurance Development Forum, an industry-led group that promotes insurance for non-traditional markets.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-12\">The past year has seen new products rolled out across Latin America, Africa, and Asia-Pacific. The U.N. Capital <a title=\"Funding for Low-Carbon Development\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-for-low-carbon-development\">Development Fund<\/a>, for example, recently developed parametric policies for Vanuatu, Tonga, and Fiji covering cyclone damage.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_5__2krbj heading__base__2T28j heading__heading_5__2A2g- article-body__heading__33EIm\" data-testid=\"Heading\"><strong>LIMITS<br \/>\n<\/strong>While parametric insurance has been around since the 1990s, recent advances in satellite technologies have opened up areas that were previously difficult to assess for damage, such as distant islands or mountain communities.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-14\">However, some industry experts question whether the products will be financially viable in the long-run, in part because of too-frequent payouts due to climate risks escalating\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.ipcc.ch\/report\/sixth-assessment-report-working-group-ii\/\" target=\"_blank\" rel=\"noopener\" data-testid=\"Link\">faster than predicted<\/a>\u00a0less than a decade ago. This could drive up premiums.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-15\">Some schemes have already fizzled. The Kenya Livestock Insurance Program, for example, supported pastoralists hit by drought with 1.2 billion Kenyan shillings ($8.8 million) in payouts between 2015 and 2021. But with just 1.1 billion ($8.1 million) shillings collected in premiums, the scheme operated at a loss and was\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.reuters.com\/world\/africa\/kenya-insure-livestock-farmers-against-drought-140-million-plan-2023-04-11\/\" data-testid=\"Link\">replaced<\/a>\u00a0this year with another that offers other financial savings products alongside insurance.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-16\">At the moment, insurance schemes in the developing world are largely subsidized by nonprofit groups, national governments, or wealthy countries.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-17\">Many of the programmes aspire to have policyholders eventually cover more if not all of the premium. But worsening extremes could make that difficult, said resilience <a title=\"European School of Sustainability Science and Research- Doctoral Programme on Climate Change Adaptation by Publications\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/european-school-of-sustainability-science-and-research-doctoral-programme-on-climate-change-adaptation-by-publications\">researcher Viktor Roezer of the London School<\/a> of Economics, noting the programs could just become a &#8220;different channel for aid&#8221;.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-18\">Interviews with more than a dozen groups involved in such insurance found that most products launched in the last five years had\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.reuters.com\/world\/parametric-insurance-policies-help-cushion-climate-impacts-2023-05-19\/\" data-testid=\"Link\">already paid out<\/a>.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-19\">The products need to &#8220;geographically diversify &#8211; we have to have schemes spread out in different areas&#8221; to dilute the risk, said Jaime de Pinies, CEO of the Blue Marble group that <a title=\"United Nations Development Programme \u2014 Pathfinder Award for Innovation in Nature Conservation\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/united-nations-development-programme-pathfinder-award-for-innovation-in-nature-conservation\">developed the Gujarat heat programme<\/a>, as well as others in Colombia, Zimbabwe and Mozambique.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_5__2krbj heading__base__2T28j heading__heading_5__2A2g- article-body__heading__33EIm\" data-testid=\"Heading\"><strong>ADAPT<br \/>\n<\/strong>One way of avoiding constant payouts, industry analysts say, is for governments to <a title=\"National Beekeeping Policy Implementation Strategy\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/national-beekeeping-policy-implementation-strategy\">implement better strategies<\/a> to defend against weather extremes, for example by planting crops more resilient to drought or building cooler homes to protect against rising heat, thus slashing losses. This could allow insurers to set triggers higher.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-21\">&#8220;The beauty of the parametric is that it pays so quickly and it&#8217;s incredibly flexible,&#8221; said Kathy Baughman McLeod, director of the Arsht-Rock Foundation Resilience Center which is covering the $10.30 per person premium in Gujarat.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-22\">&#8220;But it needs to be paired with actions or tools that reduce the risk.&#8221;<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-23\">Investment in boosting resilience remains marginal in most developing economies, with financing promised by richer countries not yet fully materialising.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-24\">Donor nations\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.unep.org\/resources\/adaptation-gap-report-2022\" target=\"_blank\" rel=\"noopener\" data-testid=\"Link\">mobilized<\/a>\u00a0just $29 billion in 2020 to help poorer countries adapt to a warmer world \u2014 far below the $340 billion estimated by the U.N. Environment <a title=\"Applications for Admission into Masters and PhD programmes for the Academic Year 2018\/2019\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/applications-for-admission-into-masters-and-phd-programmes-for-the-academic-year-2018-2019\">Programme to be needed each year<\/a> by 2030.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-25\">&#8220;In most cases, there is zero adaptation spend,&#8221; said CEO Jonathan Gonzales of parametric start-up Raincoat, which has deployed five projects in Colombia, Mexico, Jamaica and Puerto Rico.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__heading_5__2krbj heading__base__2T28j heading__heading_5__2A2g- article-body__heading__33EIm\" data-testid=\"Heading\"><strong>HEAT IMPACTS<br \/>\n<\/strong>Across the world, heatwaves that once had a 1-in-10 chance of occurring in any given year prior to the industrial revolution are now nearly three times as likely, and 1.2C (2.2F) hotter, according to a\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.reuters.com\/world\/climate-change-is-driving-2022-extreme-heat-flooding-2022-06-28\/\" data-testid=\"Link\">2022 study<\/a>\u00a0in the journal Environmental Research Letters.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-27\">Scientists expect things to get worse, with such heatwaves becoming nearly six times as likely if greenhouse gas emissions continue unabated and the world reaches 2C (3.6F) of warming, the study found.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-28\">In the case of the Gujarat heat scheme, insured by ICICI Bank with the Self Employed Women&#8217;s Association (SEWA) as the group policyholder, the calculation determining the trigger varies across five districts. It is based on temperature expectations from historical trends over six 10-day assessment cycles.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-29\">In Ahmedabad, for example, payouts occur when temperatures add up to between 134C (273F) and 138C (280F) over the course of three days, assessed using satellite data. The policy can pay out multiple times, to a maximum of $85.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-30\">&#8220;For vulnerable\u00a0<a class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/hottest-city-earth-mothers-bear-brunt-climate-change-2022-06-14\/\" data-testid=\"Link\">women<\/a>\u00a0on the margins, enduring extreme temperatures for three days directly amplifies the chances of sickness or death,&#8221; said Sahil Hebbar, a physician attending to the women in SEWA who work jobs in construction, trash collecting and shipbreaking.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-31\">Insurance payouts allow them to buy things like gloves to protect their hands from scorching hot metal tools, or fans to stay cool and avoid heat exhaustion.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-32\">Had the insurance scheme been in place last year, it would have led to averaged payouts of $28 per person, said Blue Marble&#8217;s de Pinies.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-33\">Sitting with her jewel in the market, Patni said if temperatures climbed higher she would put payout money toward medicine to help with heat-related headaches.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-34\">&#8220;I spend 15 hours at the stall everyday &#8230; in summers it becomes difficult to stay here,&#8221; she said.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-35\">Across the city, Heena Kamlesh Parmar, 26, works as a daily wage labourer at a construction site where she is building a high-rise residential complex, earning 350 rupees ($4.25) per day.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-36\">The heat makes her want to take a break from hauling bricks to rest in shade, she said, but she fears that could lead to a pay cut.<\/p>\n<p class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body__element__2p5pI\" data-testid=\"paragraph-37\">If she receives a payout, Parmar says, she&#8217;ll &#8220;use it to buy things for my house, things to eat.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>AHMEDABAD, India, May 19 (Reuters) &#8211; A bright sun beat down on the sprawling Indian market where Kamlaben Ashokbhai Patni sat worrying about the brass jewellery on display in her wooden stall.
