{"id":6875,"date":"2023-06-17T17:38:43","date_gmt":"2023-06-17T14:38:43","guid":{"rendered":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/?p=6875"},"modified":"2023-06-17T17:38:44","modified_gmt":"2023-06-17T14:38:44","slug":"call-for-consultancy-services-on-strengthening-capacity-for-policy-change-to-improve-redd-implementation-and-integration-in-africa-capitalizing-on-best-practices-and-lessons-learnt-in-an-evolving-en","status":"publish","type":"post","link":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-on-strengthening-capacity-for-policy-change-to-improve-redd-implementation-and-integration-in-africa-capitalizing-on-best-practices-and-lessons-learnt-in-an-evolving-en","title":{"rendered":"Call for consultancy services on strengthening capacity for policy change to improve REDD+ implementation and integration in Africa: capitalizing on best practices and lessons learnt in an evolving environment"},"content":{"rendered":"<p>In the context of the 2023 annual work plan of the AFF-UNREDD partnership project on\u00a0<em>\u201c Strengthening REDD+ implementation in Africa: capitalizing on lessons learned for an evolving environment\u201d<\/em>\u00a0AFF is recruiting six national experts, one each for C\u00f4te d\u2019Ivoire, Democratic Republic of Congo, Ethiopia, Kenya, Republic of Congo, and Uganda to take stock of progress made on implementing REDD+ in these countries, and identify gaps in implementation and any opportunities that could have arisen or were identified to improve the REDD+ process, and also taking in account progress made through technical assistance offered by UN-REDD.<\/p>\n<p>The study is expected to generate knowledge on best practices, key innovative\/breakthrough achievements, challenges encountered, opportunities for increasing efficiency in implementation, as well as capacity gaps across different REDD+ practitioners and decision-makers in the selected countries. Further, the key findings from these national consultations are expected to guide sharing of information at planned regional exchanges, involving countries beyond the current UN-REDD portfolio, in order to stimulate peer-to-peer learning between countries well advanced in the REDD+ process and others that have not advanced much. The outcome will also contribute to tailor knowledge products and events to better address specific capacity needs of <a title=\"Consultancy services on assessment of forest planning and management in different forest types in selected African countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/consultancy-services-on-assessment-of-forest-planning-and-management-in-different-forest-types-in-selected-african-countries\">African countries<\/a>.<\/p>\n<p><strong>Specific tasks<\/strong><br \/>\nIn each selected country, the expert will:<br \/>\n(i) Document the existing institutional (including UNREDD and national REDD+ focal points) and policy frameworks and analyse their effectiveness in guiding the implementation of the REDD+ process at the national level.<br \/>\n(ii) Analyse and document national financing strategies, especially the relevance and efficiency of the national investment plan, in filling the gaps for REDD+ implementation, and scaling up forest-based <a title=\"Prince Albert II of Monaco Foundation: Pelagos Initiative\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/prince-albert-ii-of-monaco-foundation-pelagos-initiative\">climate action<\/a>, including the sustainability of such strategies.<br \/>\n(iii) Assess the barriers to accessing <a title=\"Funding for Climate or Clean Energy Projects\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-for-climate-or-clean-energy-projects-3\">climate<\/a> finance at national level and make policy recommendations on how these barriers could be overcome.<br \/>\n(iv) Evaluate the potential for private sectors investment in forest-based climate actions in the country including options for leveraging both public and private financing mechanisms to support REDD+ implementation.<br \/>\n(v) Identify options for supporting the national government to engage with <a title=\"Ways forest conservation can benefit local communities and wildlife\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/ways-forest-conservation-can-benefit-local-communities-and-wildlife\">local authorities, local communities<\/a> and the private sector and facilitate the implementation of key environmental and social safeguards in their activities including REDD safeguards,<br \/>\n(vi) Assess REDD+ stakeholders\u2019 knowledge and capacity to produce saleable high-integrity, high-quality <a title=\"The story behind a Carbon Credit\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/the-story-behind-a-carbon-credit\">carbon credits<\/a> taking into account associated issues like land, forest, and associated carbon rights and tenure; effectiveness of existing legislation for gauging benefit sharing agreements\/mechanisms and ensuring appropriate incentives for an inclusive REDD+ implementation by all stakeholders.<br \/>\n(vii) Evaluate how the social inclusion is being addressed in selected countries, and considering socioeconomic, institutional, and cultural incentives for strengthening gender responsiveness in national REDD+ process.<br \/>\n(viii) Document approaches for generating, promoting, and sharing REDD+ benefits and co-benefits, and analyse their contribution to strengthening stakeholders\u2019 engagement, commitment and securing the appropriate countries\u2019 REDD+ outcomes.<\/p>\n<p><strong>Deliverables<\/strong><br \/>\nThe experts will be expected to deliver the following at the end of the consultancy period:<br \/>\n(i) A report of about 40-pages including policy recommendations on how to operationalise some of the key findings to support implementation and decision making for REDD+ implementation on the ground.<br \/>\n(ii) At least one journal article to be published together with staff at the Secretariat who will get involved in this work.<br \/>\n(iii) Draft policy brief, and fact sheet to be finalised with the AFF Secretariat<br \/>\n(iv) A power Point presentation summarising the key findings and policy recommendations to be shared during knowledge exchange events organised by the <a title=\"Call for Projects 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-projects-2023\">project<\/a>.<\/p>\n<p><strong>Minimum qualifications and skills<\/strong><br \/>\nThe interested applicant should meet the following minimum qualifications and skills:<br \/>\n(i) Be a forestry professional or a natural resource research scientist with proven knowledge and experience in current and emerging issues in forestry and <a title=\"Heat insurance offers climate change lifeline to poor workers\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/heat-insurance-offers-climate-change-lifeline-to-poor-workers\">climate change<\/a> globally, and especially in the African context.<br \/>\n(ii) Have good experience in forest, <a title=\"Google for Startups Accelerator: Climate Change Program\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/google-for-startups-accelerator-climate-change-program\">climate change<\/a> and associated sectoral policies and governance.<br \/>\n(iii) Demonstrate familiarity and proven evidence with the REDD+ mechanism and processes.<br \/>\n(iv) Have a good scientific writing skills and have at least written a book chapter and\/or <a title=\"Papers published during 2014\/2015 by staff in various international journals;\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/papers-published-during-2014-2015-by-staff-in-various-international-journals\">published peer reviewed journal papers<\/a>.<br \/>\n(v) Have at least a master\u2019s degree in any of the following areas: forestry, natural <a title=\"New degree programme \u2013 Bachelor of Science Bee Resources Management\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/bachelor-of-science-bee-resources-management\">resources management<\/a>, environmental issues, climate change, or any related area.<br \/>\n(vi) Excellent written and oral communication skills in English (for Anglophone countries) or French (for Francophone countries); knowledge of both languages is an asset.<\/p>\n<p><strong>Application requirements<\/strong><br \/>\nThe applicant shall submit the following:<br \/>\n(i) Cover letter stating how the above qualifications and experience requirements are met.<br \/>\n(ii) A brief and concise technical proposal \/ <a title=\"PhD Research Concept Note: Invasion, impacts and management of Prosopis and Water Hyacinth in Tanzania\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/phd-research-concept-note-invasion-impacts-and-management-of-prosopis-and-water-hyacinth-in-tanzania\">concept note<\/a> (not more than 4 pages) containing:<br \/>\n(a) key results area;
