This predicament arose as insurance companies either hiked up premiums or terminated contracts altogether due to the escalating costs associated with covering damages caused by storms and flooding. The increasing frequency and severity of these natural disasters, exacerbated by climate change, have prompted a fundamental reassessment within the insurance industry.<\/p>\n<p>The <a title=\"Climate Change\u2019s Impact on Eczema: A Study by the International Eczema Council\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-changes-impact-on-eczema-a-study-by-the-international-eczema-council\">impact of climate change<\/a> is undeniable, with rising global temperatures leading to more extreme weather events such as intense storms and flooding. These events result in substantial property damage, prompting insurers to reassess their risk models and adjust their premiums accordingly. For many towns and cities in France, this has resulted in insurance becoming either prohibitively expensive or entirely unavailable.<\/p>\n<p>This situation underscores the broader implications of <a title=\"Call for consultancy services: recruitment of experts to review and synthesise information on the nexus between climate change, forests and trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-recruitment-of-experts-to-review-and-synthesise-information-on-the-nexus-between-climate-change-forests-and-trees\">climate change<\/a> on various sectors, including the insurance industry. Insurers are grappling with the challenge of accurately pricing risk in a changing <a title=\"Technical Manager Climate Projects, Sustainable Technologies (ST) \u2013 Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/technical-manager-climate-projects-sustainable-technologies-st-africa\">climate while balancing the need to remain financially sustainable<\/a>. The inability of certain towns and cities to obtain insurance highlights the urgent need for proactive measures to <a title=\"GMES &amp; Africa Strengthens Synergy with PolicyMakers to Address Climate Change Effects through EO Technologies\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/gmes-africa-strengthens-synergy-with-policymakers-to-address-climate-change-effects-through-eo-technologies\">address climate change<\/a> and mitigate its impact on vulnerable communities.<\/p>\n<p>The situation in France serves as a stark reminder that <a title=\"UN Urges States to Protect Children\u2019s Rights Amidst Climate Change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/un-urges-states-to-protect-childrens-rights-amidst-climate-change\">climate change<\/a> is not just an environmental issue but also a socio-economic one. As extreme weather events become more frequent and severe, policymakers, businesses, and <a title=\"Community rights and REDD+ in Indonesia\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/community-rights-and-redd-in-indonesia\">communities<\/a> must collaborate on effective mitigation and adaptation strategies. This includes investing in resilient infrastructure, implementing <a title=\"PETRONAS partners with Malaysia Forest Fund for nature-based solutions projects\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/petronas-partners-with-malaysia-forest-fund-for-nature-based-solutions-projects\">nature-based solutions<\/a>, and transitioning to low-carbon economies to reduce greenhouse gas emissions. Only through concerted efforts can we address the root causes of <a title=\"UN Rights Chief: Climate Change\u2019s \u201cTerrifying\u201d Future\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/un-rights-chief-climate-changes-terrifying-future\">climate change and build a more sustainable and resilient future<\/a> for all.<\/p>\n<p>On 31 December 2023, the mayor of Dinan was informed by the company that insured his town that it would not renew its contract.<\/p>\n<p>A town of 15,000 in Brittany, it was <a title=\"California storms hit beekeepers, but honey outlook\u2019s sweet\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/california-storms-hit-beekeepers-but-honey-outlooks-sweet\">hit by storm<\/a> Ciaran in November that caused \u20ac1.3 billion in damages across western France.<\/p>\n<p>Without insurance for its public buildings, vehicles and schools, Dinan had to scramble. A Japanese company was willing to insure some of the town\u2019s property, but only for January.<\/p>\n<p>The rest is the town\u2019s responsibility.<\/p>\n<p>Mayor Didier Lechien gives the example of <a title=\"Clearing the ridge: Fire for forest health and resilient communities\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/clearing-the-ridge-fire-for-forest-health-and-resilient-communities\">fire<\/a> in 2019 that caused five million euros of damage.<\/p>\n<p>\u201cFor a town of 15,000 residents that is not very rich, if we need to face such an expense, the budget is gutted,\u201d he\u00a0<a href=\"https:\/\/www.rfi.fr\/fr\/france\/20240122-r%C3%A9chauffement-climatique-ces-communes-fran%C3%A7aises-qui-ne-trouvent-plus-d-assureur\" target=\"_self\" rel=\"noopener\">told RFI<\/a>.<\/p>\n<p>Dinan is one of several French towns that were dropped by their insurance companies at the start of this year \u2013 between 1,000 to 2,000, according to the Association of French mayors.<\/p>\n<p><strong>Self-insurance<br \/>\n<\/strong>Many others have seen the price of their insurance policies go up by up to 70 percent.<\/p>\n<p>Sables-d&#8217;Olonne, a beach town on the Atlantic coast of Western France, which suffered \u20ac300,000 of flood damage from a storm in August 2023, found itself uninsured.<\/p>\n<p>\u201cRepeated climate hazards and urban riots have made insurance companies spend large amounts,\u201d the town\u2019s vice president, Jean-Pierre Chapalain, who is a former insurance agent told the\u00a0<a href=\"http:\/\/www.lanouvellerepublique.fr\/vendee\/les-sables-d-olonne-n-est-plus-assure-contre-les-risques-naturels-voici-pourquoi\" target=\"_blank\" rel=\"noopener\"><em>Ouest-France<\/em><\/a>\u00a0newspaper.<\/p>\n<p>The town must now \u201cself insure\u201d, which he says involves \u201ctaking on the costs that could result from a natural disaster and taking responsibility for damages that, until now, were covered by the insurance company\u201d.<\/p>\n<p>This must be a temporary solution, he insists, as it will quickly empty city coffers.<\/p>\n<p><strong>Climate change impacts on the rise<br \/>\n<\/strong>A study by the\u00a0<a href=\"http:\/\/www.covea.eu\/sites\/default\/files\/2022-02\/202202_Livre_Blanc_Cov%C3%A9a_Risques_Climatiques.pdf\" target=\"_blank\" rel=\"noopener\">Cov\u00e9a<\/a>\u00a0insurance group estimated an increase of 60 percent in the cost of covering natural disasters by 2050, linked to the severity of flooding, drought and hail.<\/p>\n<p>Taking the most pessimistic projections, in which carbon <a title=\"Trends and projections: limited rebound in EU emissions amid post-pandemic recovery and energy crisis\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/trends-and-projections-limited-rebound-in-eu-emissions-amid-post-pandemic-recovery-and-energy-crisis\">emissions<\/a> are not regulated and global temperatures rise five degrees Celsius by the end of the century, the report anticipates a 130 percent increase in costs linked to flooding in France by 2050.<\/p>\n<p>The Smacl, one of the two main companies insuring cities, has said it will have to <a title=\"ICRC: Climate change and conflict combine to increase humanitarian needs in the Middle East\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/icrc-climate-change-and-conflict-combine-to-increase-humanitarian-needs-in-the-middle-east\">increase rates and change<\/a> contracts because of increased risks.<\/p>\n<p>Its finances were fragilised by the riots in and around Paris in June and July 2023 when it\u00a0<a href=\"https:\/\/www.rfi.fr\/en\/france\/20230712-french-insurers-to-pay-out-%E2%82%AC650-million-in-claims-related-to-rioting\" target=\"_self\" rel=\"noopener\">paid out<\/a>\u00a0\u20ac65 million in damages.<\/p>\n<p>Insurance companies \u201canticipate an continuous increase of <a title=\"Funding for Climate or Clean Energy Projects\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-for-climate-or-clean-energy-projects-3\">climate<\/a> risks and societal problems,\u201d mayor of Vesoul, Alain Cretien, told RFI.<\/p>\n<p><strong>Spreading the risk<br \/>\n<\/strong>He has been\u00a0<a href=\"https:\/\/www.interieur.gouv.fr\/actualites\/communiques-de-presse\/lancement-de-mission-sur-lassurabilite-des-collectivites\" target=\"_blank\" rel=\"noopener\">tasked by the government<\/a>, along with Jean-Yves Dag\u00e8s, former president of the Groupama insurance federation \u2013 the other large group insuring towns \u2013 to produce a report on the future of insuring French towns.<\/p>\n<p>Some players have proposed a three-tiered system, with towns taking charge of smaller disasters, insurance companies intervening for standard damages, and the state stepping in to cover <a title=\"Funding: Climate-resilient Action in African Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-climate-resilient-action-in-african-countries\">climate<\/a> events.<\/p>\n<p>Other ideas include basing insurance premiums on resources, with richer paying more than poorer ones, in order to spread the
