These natural treasures are not only sources of beauty but also vital components of the state&#8217;s ecosystem and cultural heritage. The Minnesota Department of Natural Resources (DNR) plays a crucial role in stewarding and managing these resources, ensuring their preservation and sustainable use for future generations.<\/p>\n<p>However, amidst these accolades lies a pressing challenge that the DNR must address to safeguard these resources for the long term. A significant portion of the DNR-administered lands, comprising nearly 45% or 2.5 million acres\u2014an area larger than Yellowstone National Park\u2014are currently managed with a focus on short-term profits rather than adequately preparing for the <a title=\"Climate Change\u2019s Impact on Eczema: A Study by the International Eczema Council\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-changes-impact-on-eczema-a-study-by-the-international-eczema-council\">impacts of climate change<\/a>.<\/p>\n<p>This <a title=\"Community based fire management-approach reduces wildfires\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/community-based-fire-management-approach-reduces-wildfires\">management approach<\/a>, while potentially yielding immediate economic benefits, poses a serious risk to the resilience and health of Minnesota&#8217;s ecosystems in the face of changing climatic conditions. As <a title=\"Columbia\u2019s Earth Networks: Collaborative Climate Change Solutions\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/columbias-earth-networks-collaborative-climate-change-solutions\">climate change<\/a> continues to exert its influence through shifts in temperature, precipitation patterns, and extreme weather events, the failure to adapt management practices accordingly could lead to detrimental consequences for the state&#8217;s biodiversity, water resources, and overall ecological balance.<\/p>\n<p>To ensure the long-term sustainability of Minnesota&#8217;s natural resources, it is imperative for the DNR to pivot towards more <a title=\"Managing the Eastern Arc Mountain forests for Carbon credits and emission trading; Local knowledge and climate change adaptation project (2007 \u2013 to date).\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/research\/managing-the-eastern-arc-mountain-forests-for-carbon-credits-and-emission-trading-local-knowledge-and-climate-change-adaptation-project-2007-to-date\">adaptive and climate-resilient management<\/a> strategies. This entails integrating <a title=\"Climate change triggers sand storms, devastating desert communities\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-triggers-sand-storms-devastating-desert-communities\">climate change<\/a> considerations into land management planning, conservation efforts, and resource allocation decisions. By proactively <a title=\"GMES &amp; Africa Strengthens Synergy with PolicyMakers to Address Climate Change Effects through EO Technologies\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/gmes-africa-strengthens-synergy-with-policymakers-to-address-climate-change-effects-through-eo-technologies\">addressing the challenges posed by climate change<\/a> and prioritizing ecosystem resilience, the DNR can better fulfill its mission of protecting and managing Minnesota&#8217;s natural heritage for the benefit of present and future generations.<\/p>\n<p id=\"VDMWOKSIJNEQVDPUZ5HDJZYTPU\">These lands are held in the Minnesota School Trust. By law, all revenue from minerals, timber and real estate sales on School Trust land is invested in the Permanent School <a title=\"Funguo Innovation Programme 2nd Funding Round\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funguo-innovation-programme-2nd-funding-round\">fund<\/a>, with interest and dividends from this fund distributed to school districts in Minnesota. In the last 10 years,\u00a0<a href=\"https:\/\/mn.gov\/school-trust-lands\/assets\/OSTL%20Accomplishments%20Report%202022-23_tcm1107-575380.pdf\">$327 million<\/a>\u00a0has been allocated to Minnesota public schools from the Permanent School Fund. No funds are returned to tribal schools, even though 150,000 acres of highly profitable School Trust <a title=\"Capacity building on forest conservation and management of water sources in mount Lugala and mount Mosi village land forest reserves in Iringa Rural District (2013-2015).\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/research\/capacity-building-on-forest-conservation-and-management-of-water-sources-in-mount-lugala-and-mount-mosi-village-land-forest-reserves-in-iringa-rural-district-2013-2015\">land is within reservation<\/a> boundaries.<\/p>\n<p id=\"BMEKJ6RESNEGLCOE7Q7UUCKLHY\">By law, School Trust lands must be managed for &#8220;long-term revenue&#8221; under &#8220;sound natural resource conservation and management principles.&#8221; As a forest ecologist and Minnesota resident, I&#8217;m concerned that the priority for short-term revenue without planning for <a title=\"Climate change and moisture recycling in the Amazon\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-and-moisture-recycling-in-the-amazon\">climate change<\/a> undermines sound management. Without adjustments to the management of these lands to <a title=\"Your Life\u2019s Experience with Climate Change?\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/your-lifes-experience-with-climate-change\">climate change<\/a>, I am skeptical the School Trust can support healthy future ecosystems and future generations of students.<\/p>\n<div data-strib-tag=\"embed\">\n<p id=\"4XUL56LGZRBYZCPGDJOCDXEWEE\">As we experience one of the warmest winters on record, it is worth remembering that <a title=\"Climate change affecting rainfall patterns\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-affecting-rainfall-patterns\">climate change is already negatively affecting<\/a> northern forests. <a title=\"What we owe our trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/what-we-owe-our-trees\">Tree<\/a> species like aspen, fir and spruce are declining with warming temperatures and also happen to be critical for School Trust revenue. School Trust land management that ignores <a title=\"Expert: Climate change adaptation is vital for forest restoration.\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/expert-climate-change-adaptation-is-vital-for-forest-restoration\">adapting northern forests to climate change<\/a> \u2014 by increasing plant biodiversity or planting warm-adapted tree species \u2014 will undermine future revenue potential and erode forest quality. Instead, vulnerable <a title=\"Is tree planting truly effective in combating climate change?\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/is-tree-planting-truly-effective-in-combating-climate-change\">tree species are planted<\/a> or grown on School Trust land, even though they cannot tolerate the warmer temperatures that will occur within the tree&#8217;s 50- to 60-year life. Further, there are no explicit climate adaptation plans for School Trust forests, and the most recent 25-year School Trust\u00a0<a href=\"https:\/\/mn.gov\/school-trust-lands\/assets\/Minnesota%27s%20School%20Trust%20Lands%20Asset%20Management%20Plan%20-%20Phase%20One%20%282023%29_tcm1107-571471.pdf\">Asset Management Plan<\/a>\u00a0has few details about how to actually make School Trust forests climate-adaptive.<\/p>\n<p id=\"DUUPZZ6XKVDKHMVCLHOQDY2VZE\">This lack of <a title=\"Funding: Climate-resilient Action in African Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-climate-resilient-action-in-african-countries\">action to adjust management \u2014 and improve climate resilience<\/a> \u2014 on School Trust lands is surprising given Gov. Tim Walz&#8217;s\u00a0<a href=\"https:\/\/climate.state.mn.us\/sites\/climate-action\/files\/Climate%20Action%20Framework.pdf\">Climate Action Framework<\/a>\u00a0(CAF). The CAF has an entire section of recommendations for improving the <a title=\"Funding for Climate or Clean Energy Projects\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-for-climate-or-clean-energy-projects-3\">climate<\/a> resilience of working forests. And yet, on School Trust land, the state is not incorporating <a title=\"Technical Manager Climate Projects, Sustainable Technologies (ST) \u2013 Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/technical-manager-climate-projects-sustainable-technologies-st-africa\">climate<\/a> adaptation measures. In contrast, the federal government is meaningfully acting on climate change, as exemplified by the Superior National Forest&#8217;s new\u00a0<a href=\"https:\/\/www.fs.usda.gov\/Internet\/FSE_DOCUMENTS\/fseprd1150836.pdf\">Forest Assisted Migration Plan<\/a>\u00a0that addresses the need for different tree species with a shifting climate. If the state&#8217;s <a title=\"Expert: Climate change adaptation is vital for forest restoration.\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/expert-climate-change-adaptation-is-vital-for-forest-restoration\">forest management decisions are already out of date in their lack of climate adaptation<\/a> measures, they will fall even further behind in the coming years. The actions we take on School Trust lands\u00a0<em>now<\/em>\u00a0have <a title=\"Postdoctoral Fellow in Ecological Outcome Assessment in Complex Social-Ecological Systems\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/postdoctoral-fellow-in-ecological-outcome-assessment-in-complex-social-ecological-systems\">ecological<\/a> and financial ramifications for decades to come. Without adaptation action, timber revenue for <a title=\"New publication\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/new-publication\">public<\/a> schools will be lost with dying or dead forests, and public education will have less financial support within Minnesota.<\/p>\n<p id=\"G2FM7OBWYNANLJQ2F7AHTQUN3I\">To this end, Walz and the Legislature should work with the DNR to incorporate the Minnesota Climate Action Framework&#8217;s &#8220;<a href=\"https:\/\/climate.state.mn.us\/sites\/climate-action\/files\/State%20action%20steps.pdf\">Natural and Working Lands<\/a>&#8221; recommendations at scale on School Trust lands. In addition, the Office of School Trust Land Management, the DNR&#8217;s School Trust administrator and the Legislative Permanent School Fund Commission should regularly consult organizations with deep climate adaptation expertise to guide their management decisions, such as the\u00a0<a href=\"http:\/\/glifwc.org\/\">Great Lakes Indian Fish and Wildlife Commission<\/a>, the\u00a0<a href=\"https:\/\/mwcasc.umn.edu\/\">Midwest Climate Adaptation Science Center<\/a>\u00a0and the\u00a0<a href=\"https:\/\/climate.umn.edu\/\">Minnesota Climate Adaptation Partnership<\/a>. Implementing knowledge from these organizations could vastly improve the health of northern forests in the <a title=\"Blue foods face significant risks from climate change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/blue-foods-face-significant-risks-from-climate-change\">face of climate change<\/a>.<\/p>\n<p id=\"HAPSKBLEBFEYJECHDIQHSESS3I\">The DNR should also have School Trust lands participate in reputable <a title=\"The story behind a Carbon Credit\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/the-story-behind-a-carbon-credit\">carbon<\/a> offset markets. Currently, the DNR sells &#8220;swamp&#8221; land for private development to generate profit if there are few trees to sell. However, many of these swamps are rich in wildlife and store more carbon than many <a title=\"Forests vital for climate action plan\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forests-vital-for-climate-action-plan\">forests<\/a> due to their accumulated peat. Carbon offset markets would allow low-revenue School Trust lands to make money for public schools and reduce carbon <a title=\"Trends and projections: limited rebound in EU emissions amid post-pandemic recovery and energy crisis\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/trends-and-projections-limited-rebound-in-eu-emissions-amid-post-pandemic-recovery-and-energy-crisis\">emissions<\/a>. Selling <a title=\"Biodiversity credit market must learn from carbon offset mistakes (commentary)\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/biodiversity-credit-market-must-learn-from-carbon-offset-mistakes-commentary\">carbon offsets<\/a> on School Trust land is not unheard of, either. The\u00a0<a href=\"https:\/\/www.dnr.wa.gov\/CarbonProject\">Washington state DNR<\/a>\u00a0has already started to conserve highly valuable and carbon-rich School Trust lands to make money for public education through carbon offsets.<\/p>\n<p id=\"5NVHGEZEZRFONBIPHGWXRWJ3QA\">Last, there are over 150,000 acres of School Trust land within tribal reservation boundaries, particularly within Leech Lake and White Earth. Tribes have not received any of the public education revenue from <a title=\"How forest loss has changed biodiversity across the globe over the last 150 years\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/how-forest-loss-has-changed-biodiversity-across-the-globe-over-the-last-150-years\">forest or mineral products harvested on their lands for the last 150 years<\/a>. Further, many tribal land management agencies have highly detailed <a title=\"Forest Farm Producers in Nepal discussed to up-scale the best climate change adaptation practices\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forest-farm-producers-in-nepal-discussed-to-up-scale-the-best-climate-change-adaptation-practices\">climate change plans and are on the forefront of climate adaptation<\/a> planning. And although I cannot speak on behalf of any tribal entity, I believe the Legislature, the Land Exchange Board and the DNR should disperse Permanent School Funds to tribal schools, including <a title=\"Restoring Degraded Forests Could Bring Back Lost Rainfall, Cooler Temperatures\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/restoring-degraded-forests-could-bring-back-lost-rainfall-cooler-temperatures\">back payment for lost<\/a> revenue. The state should also ask permission to harvest <a title=\"New degree programme \u2013 Bachelor of Science Bee Resources Management\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/bachelor-of-science-bee-resources-management\">resources on tribal lands and financially support sole or shared tribal management<\/a> of all School Trust lands within reservation boundaries. A major motivation for these conversations can be righting historical wrongs and the pursuit of climate-smart <a title=\"Open Call: Integrating Climate Change &amp; Biodiversity into the Forest Management of the Future\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/open-call-integrating-climate-change-biodiversity-into-the-forest-management-of-the-future\">forest management<\/a> through tribal leadership.<\/p>\n<p id=\"GFFKM4LLNNHYHMWZ6SFPR7NZQQ\">Should Minnesota decide to implement Climate Action Framework guidelines on the 2.5 million acres of School Trust lands, there is potential to vastly improve climate-smart <a title=\"Call for Proposals \u2013 Forest Management Planning for Village Land Forest Reserves\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-proposals-forest-management-planning-for-village-land-forest-reserves\">land management<\/a> while also preserving and increasing public education revenue into the future. The <a title=\"Forestry cuts raise concerns for Climate Change targets\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forestry-cuts-raise-concerns-for-climate-change-targets\">climate is changing and we must act now so that the School Trust can support ecologically sound forestry<\/a>, public education and slowing the pace of climate change.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Minnesota boasts abundant wildlife, clean water, and lush green forests, which stand as some of its most prized assets.
