According to the latest report from the Copernicus Climate Change Service, the period from February 2023 to January 2024 saw 12 consecutive months of temperatures that were 1.5 degrees Celsius hotter than the pre-industrial era. This sustained increase in temperature is unprecedented and underscores the urgency of addressing climate change.<\/p>\n<p>The years spanning from 2015 to 2023 have consistently ranked as the warmest on record, indicating a worrying <a title=\"IDF Global Marketing Trends Report 2020 now available\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/idf-global-marketing-trends-report-2020-now-available\">trend of rising global<\/a> temperatures. The El Ni\u00f1o event of 2023, a <a title=\"Funding: Climate-resilient Action in African Countries\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/funding-climate-resilient-action-in-african-countries\">climatic<\/a> phenomenon characterized by warmer-than-average sea surface temperatures in the central and eastern Pacific Ocean, is anticipated to exacerbate in 2024. El Ni\u00f1o events typically lead to a significant uptick in global temperatures, intensifying heat across land, atmosphere, and <a title=\"Ocean Reporting Network\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/ocean-reporting-network\">oceans<\/a>. This escalation in temperatures amplifies the risks associated with complex disasters, posing significant challenges for <a title=\"Post-COP28 questions linger for climate-impacted communities\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/post-cop28-questions-linger-for-climate-impacted-communities\">communities<\/a> and ecosystems worldwide.<\/p>\n<p><em><strong>Manifestation of 1.5-degree warming into complex climate-related disasters<\/strong><\/em><\/p>\n<p>The 1.5-degree warming has led to widespread heatwaves, droughts, floods, stronger cyclones and a plethora of slow-onset disasters including glacier melting, coral breaching, land <a title=\"Reversing Environmental Degradation in Africa and Asia \u2014 Project Grants\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/reversing-environmental-degradation-in-africa-and-asia-project-grants\">degradation<\/a>, and water scarcity. While temperatures may fall somewhat at the end of El Ni\u00f1o, the <a title=\"Technical Manager Climate Projects, Sustainable Technologies (ST) \u2013 Africa\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/technical-manager-climate-projects-sustainable-technologies-st-africa\">climate<\/a> emergency is becoming critical.\u00a0<em><strong>Record-breaking heatwaves<\/strong><\/em>: 2023 persevered through record-breaking<a href=\"https:\/\/en.m.wikipedia.org\/wiki\/Heat_wave\" target=\"_blank\" rel=\"noreferrer noopener\">heat wave<\/a>s that affected many Asian countries.\u00a0<a href=\"https:\/\/www.worldweatherattribution.org\/extreme-humid-heat-in-south-asia-in-april-2023-largely-driven-by-climate-change-detrimental-to-vulnerable-and-disadvantaged-communities\/\" target=\"_blank\" rel=\"noreferrer noopener\">A related study<\/a>\u00a0by the<a href=\"https:\/\/www.worldweatherattribution.org\/extreme-humid-heat-in-south-asia-in-april-2023-largely-driven-by-climate-change-detrimental-to-vulnerable-and-disadvantaged-communities\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Weather Attribution<\/a>\u00a0has found that the heat wave was made at least 30 times more likely in India and Bangladesh due to\u00a0<a href=\"https:\/\/en.m.wikipedia.org\/wiki\/Climate_change\" target=\"_blank\" rel=\"noreferrer noopener\">climate change<\/a>\u00a0.\u00a0<em><strong>Supercharged tropical cyclones<\/strong><\/em>: Excessive heat in the oceans and atmosphere has been supercharging cyclones^.^ The recent years have seen rapid intensification, curvature changes, and complex tracks of tropical cyclones both in North Indian and Southwest Pacific Ocean basins. The major cyclones of 2023, such as cyclones Mocha, Biparjoy, Typhoon Doksuri and tropical storm Jasper exemplify these trends.<\/p>\n<p><em><strong>Cities at risk<\/strong>: Coastal cities are increasingly exposed to intensifying <a title=\"Call for consultancy services: recruitment of experts to review and synthesise information on the nexus between climate change, forests and trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-recruitment-of-experts-to-review-and-synthesise-information-on-the-nexus-between-climate-change-forests-and-trees\">climate<\/a> hazards. Cyclone Michaung flooded <a title=\"Indian government introduces draft for Green Credits, to reward environmental initiatives\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/indian-government-introduces-draft-for-green-credits-to-reward-environmental-initiatives\">India&#8217;s<\/a> megacity Chennai two days before the landfall. Typhoon Doksuri, supercharged by the warmer July Pacific Ocean, made landfall in Jinjiang, <a title=\"China releases renewed citizens\u2019 10 dos and don\u2019ts for environment protection, underlining knowledge on biodiversity, climate change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/china-releases-renewed-citizens-10-dos-and-donts-for-environment-protection-underlining-knowledge-on-biodiversity-climate-change\">China<\/a>, and caused Beijing&#8217;s worst flooding in over 50 years.<\/em><\/p>\n<p><em><strong>Monsoonal flooding<\/strong><\/em>: The 2023 southwest monsoon period witnessed elevated flooding and landslides\/mudslides throughout South*-*East Asia and South and South-West Asia. The monsoon more often deviates from its normal onset and spreadsacross the season due to complex interactions with the atmosphere, regional <a title=\"Protecting the ocean: 5 essential reads on invasive species, overfishing and other threats to sea life\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/protecting-the-ocean-5-essential-reads-on-invasive-species-overfishing-and-other-threats-to-sea-life\">oceans and seas<\/a>, and landmasses.<\/p>\n<p><em><strong>Economic cost of warming<\/strong><\/em><\/p>\n<p>In Asia and the Pacific, there were 145 reported natural hazard events in 2023 which caused over 54 thousand deaths, <a title=\"Conservation study of people\u2019s park complex may affect collective sale\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/conservation-study-of-peoples-park-complex-may-affect-collective-sale\">affected over 47 million people<\/a> and caused an economic damage exceeding 45 billion dollars.<\/p>\n<p>At 1.5-degree warming, ESCAP <a title=\"Call for Projects 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-projects-2023\">projected<\/a> potential losses from disasters to be $953 billion, or 3 per cent of the regional GDP. This rises to nearly $1 trillion, or 3.1 per cent of the regional GDP under a 2-degree warming scenario. Moreover, the population at risk rises from 85 to 87 per cent when warming increases from 1.5- to 2.0- degrees (Figure 1).<\/p>\n<p><a href=\"https:\/\/www.unescap.org\/kp\/2023\/seizing-moment-targeting-transformative-disaster-risk-resilience\" target=\"_blank\" rel=\"noreferrer noopener\">ESCAP analysis<\/a>\u00a0observes an increasing trend of heatwaves and cyclones under both climate scenarios. In terms of absolute value, East and North-East Asia will experience the highest economic losses, whereas as a share of GDP, the Pacific small island developing States will face the most <a title=\"Tropical forest loss from growing rubber trade is more substantial than previously thought\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/tropical-forest-loss-from-growing-rubber-trade-is-more-substantial-than-previously-thought\">substantial losses<\/a>, accounting for around 8 per cent of their GDP. This is more than double the percentage of average annual loss in the rest of\u00a0<a href=\"https:\/\/www.unescap.org\/kp\/2023\/seizing-moment-targeting-transformative-disaster-risk-resilience\" target=\"_blank\" rel=\"noreferrer noopener\">Asia and the Pacific<\/a>.<\/p>\n<p><em><strong>Key opportunities for actions<\/strong><\/em><\/p>\n<p>Despite the warming, 2023 fostered important milestones that are likely to help build collective resilience:<\/p>\n<p>*1.\u00a0<em><a href=\"https:\/\/www.undrr.org\/publication\/political-declaration-high-level-meeting-midterm-review-sendai-framework-disaster-risk\" target=\"_blank\" rel=\"noreferrer noopener\">Political declaration on the midterm review of the Sendai Framework for Disaster Risk Reduction 2015&#8211;2030<\/a><\/em>:*The declaration was an effort to integrate risk reduction into decision-making, investment and behavior guided by an &#8220;all-of society&#8221; and &#8220;all-of-State institutions&#8221; approach.<\/p>\n<ol>\n<li><a href=\"https:\/\/www.mea.gov.in\/Images\/CPV\/G20-New-Delhi-Leaders-Declaration.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">The G20 New Delhi Leaders&#8217; Declaration<\/a>*: *Inauguration of G20 Working Group on Disaster Risk Reduction highlights accelerating progress on Early Warning and Early Action, disaster and climate resilience of infrastructure systems, and mutual learning of recovery.<\/li>\n<li><em>The Loss and Damage Fund:<\/em>\u00a0Set up at COP28 with contributions totaling $700 million to enable grants-based support, the fund aims to balance fiscal burden and climate vulnerability.<\/li>\n<li><a href=\"https:\/\/unfccc.int\/santiago-network\/about\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The Santigo Network for loss and damage<\/em><\/a><em>:<\/em>\u00a0Operationalized at COP 28, the network supports developing countries in averting, minimizing, and addressing loss and damage from climate change.<\/li>\n<li>*The *<a href=\"https:\/\/www.un.org\/en\/climatechange\/early-warnings-for-all\" target=\"_blank\" rel=\"noreferrer noopener\"><em>UN Early Warnings for All Executive Action Plan 2023-2027:<\/em><\/a>\u00a0EW4All is a key adaptation pathway in our rapidly warming planet. The benefit of early warnings for all\u00a0<a href=\"https:\/\/www.unescap.org\/blog\/benefits-early-warnings-all-triples-vulnerable-contexts\" target=\"_blank\" rel=\"noreferrer noopener\">triples in vulnerable contexts<\/a>.<\/li>\n<li><em>Accelerating climate action in Asia-Pacific<\/em>: to develop regional early warning systems backed by a regional strategy to support EW4All, build national capacities and replenishing the\u00a0<a href=\"https:\/\/www.unescap.org\/disaster-preparedness-fund\" target=\"_blank\" rel=\"noreferrer noopener\">ESCAP Multi-Doner Trust Fund for Tsunami, Disaster and Climate Preparedness<\/a>\u00a0[KS1]<\/li>\n<\/ol>\n<p>In this regard, ESCAP&#8217;s regional strategy on empowering <a title=\"Transboundary waters and biodiversity conservation: How CIWA Program became a change-maker\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/transboundary-waters-and-biodiversity-conservation-how-ciwa-program-became-a-change-maker\">transboundary<\/a> solutions to transboundary hazard through systematically building resilience through subregional intergovernmental institutions would be pivotal.
