{"id":9593,"date":"2024-04-24T20:39:02","date_gmt":"2024-04-24T17:39:02","guid":{"rendered":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/?p=9593"},"modified":"2024-04-24T20:39:02","modified_gmt":"2024-04-24T17:39:02","slug":"un-seeks-to-condense-baku-and-belem-climate-summits","status":"publish","type":"post","link":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/un-seeks-to-condense-baku-and-belem-climate-summits","title":{"rendered":"UN seeks to condense Baku and Bel\u00e9m climate summits"},"content":{"rendered":"<p>While 84,000 delegates attended COP28 in Dubai, just 40,000-50,000 are expected at COP29 in Baku and COP30 in Bel\u00e9m.<\/p>\n<p>UN climate chief Simon Stiell has said he hopes to see fewer people attend the annual COP climate negotiations after participants at COP28 in Dubai last December hit a\u00a0<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2023_inf03.pdf\" target=\"_blank\" rel=\"noopener\">record high<\/a>\u00a0of nearly 84,000.<\/p>\n<p>Stiell said this month that he personally \u201cwould certainly like to see future COPs reduce in size\u201d, telling an audience at London\u2019s Chatham House think-tank that\u00a0\u201cbigger doesn\u2019t necessarily mean better\u201d.<\/p>\n<p>In Dubai, where the 2023 summit was held from November 30 to December 13, the Expo City site was so large that important delegates were ferried around on golf buggies while electric scooters were available to get around the public area, known as the Green Zone.<\/p>\n<p>\u201cSize does not necessarily translate to the quality of outcomes,\u201d Stiell said in London, noting that the UN <a title=\"Call for consultancy services: recruitment of experts to review and synthesise information on the nexus between climate change, forests and trees\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-consultancy-services-recruitment-of-experts-to-review-and-synthesise-information-on-the-nexus-between-climate-change-forests-and-trees\">climate change<\/a> secretariat (UNFCCC) is discussing the issue with the hosts of COP29 in Azerbaijan this year and COP30 next year in Brazil.<\/p>\n<p><iframe loading=\"lazy\" title=\"Two years to save the world\" width=\"1150\" height=\"647\" src=\"https:\/\/www.youtube.com\/embed\/fJr8NZ7F0MQ?start=2870&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Last week, <a title=\"Cities of grass: how bamboo buildings can advance climate goals\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/cities-of-grass-how-bamboo-buildings-can-advance-climate-goals\">Climate Home reporters visited the COP29 host city<\/a> of Baku, the capital of Azerbaijan \u2013 on a tour sponsored by the COP29 presidency \u2013 and also the location of COP30, the Brazilian Amazon city of Bel\u00e9m, to see how preparations are going for the November 2024 and 2025 gatherings.<\/p>\n<p>Azerbaijan\u2019s <a title=\"Forest Governance Scholarship for PhD\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/forest-governance-scholarship-for-phd\">government<\/a> is expecting just 40,000 people to come to the Baku Olympic Stadium for the talks this year, while Bel\u00e9m\u2019s remoteness, congested roads and lack of hotels are likely to substantially limit how many people can attend the \u201cAmazon COP\u201d.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-50752\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/24120153\/Cop-attendees.jpg\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/24120153\/Cop-attendees.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/24120153\/Cop-attendees-222x168.jpg 222w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/24120153\/Cop-attendees-446x337.jpg 446w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/24120153\/Cop-attendees-768x581.jpg 768w\" alt=\"\" width=\"800\" height=\"605\" \/><\/p>\n<p>The number of people attending COPs has shot up in recent years. Close to 40,000 people went to COP26 in Glasgow, around 50,000 were in the Egyptian resort of Sharm el-Sheikh for COP27 and nearly 84,000 headed to Dubai <a title=\"How forest loss has changed biodiversity across the globe over the last 150 years\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/how-forest-loss-has-changed-biodiversity-across-the-globe-over-the-last-150-years\">last year<\/a>. But most of the 28 COPs held since 1995 have been attended by fewer than 10,000 people.<\/p>\n<p>Just over half of last year\u2019s participants belonged to government delegations, with most of the rest comprising staff working at the conference or activists from non-governmental organisations (NGOs).<\/p>\n<p>In practice, the boundaries of these categories are blurred though, as government delegations often include business representatives, NGO employees, journalists and others.<\/p>\n<p><iframe class=\"flourish-embed-iframe\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/17697117\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<div><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/17697117\/?utm_source=embed&amp;utm_campaign=visualisation\/17697117\" target=\"_top\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/><\/a><\/div>\n<p><b>Baku\u2019s Olympic Stadium<br \/>\n<\/b>The government of Azerbaijan will host COP29 in the country\u2019s Caspian seaside capital, Baku.\u00a0A member of the organising committee\u00a0told <a title=\"Trees and People: Resilience in a Changing Climate \u2013 John G. Bene Fellowship 2020\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/trees-and-people-resilience-in-a-changing-climate-john-g-bene-fellowship-2020\">Climate Home they are expecting around 40,000 people<\/a>.<\/p>\n<p>The government has not had much time to prepare, as it was only\u00a0<a href=\"https:\/\/www.climatechangenews.com\/2023\/12\/09\/oil-reliant-azerbaijan-chosen-to-host-cop29-climate-talks\/\" target=\"_blank\" rel=\"noopener\">tasked<\/a>\u00a0with the presidency last November at COP28 after Eastern Europe\u2019s geopolitical divisions delayed the decision on which country would host the summit.<\/p>\n<p>But it already has a venue: the Olympic Stadium on the outskirts of Baku. According to\u00a0<a href=\"https:\/\/azertag.az\/en\/xeber\/cop29_presidency_holds_first_press_conference-2968793\">state media<\/a>, COP29 chief operations officer Narmin Jarchalova said temporary structures will be built around the stadium to accommodate the negotiations and side events. These are likely to be in car-park areas.<\/p>\n<p><iframe loading=\"lazy\" title=\"Baku Olympic Stadium\" width=\"1150\" height=\"647\" src=\"https:\/\/www.youtube.com\/embed\/OxfKuH3KWX4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<div><\/div>\n<p>The city is used to hosting major events. Ten thousand\u00a0<a href=\"https:\/\/www.azernews.az\/nation\/195412.html\" target=\"_blank\" rel=\"noopener\">come each year<\/a>\u00a0for Formula One\u2019s Baku Grand Prix and the 69,870-capacity Olympic Stadium has hosted the 2015 European Games, big concerts, the 2019 Europa League football final and Euro 2020 matches, although no Olympic Games despite the name.<\/p>\n<p>Climate Home visited the area in April while in Baku, as part of a press trip organised by the COP29 presidency team.\u00a0The stadium is connected to the city centre, where most hotels are located, by a Soviet-era metro railway with a one-way journey taking around 45 minutes.<\/p>\n<p>A car journey should take about half of that, 20 minutes, but heavy traffic gridlocked the main roads in and out of Baku when Climate Home visited.<\/p>\n<div id=\"attachment_50735\" class=\"wp-caption alignnone\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-50735\" src=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/23134203\/Baku-stadium2.jpg\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/23134203\/Baku-stadium2.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/23134203\/Baku-stadium2-300x120.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/23134203\/Baku-stadium2-600x240.jpg 600w, https:\/\/cdn.climatechangenews.com\/files\/2024\/04\/23134203\/Baku-stadium2-768x307.jpg 768w\" alt=\"\" width=\"800\" height=\"320\" aria-describedby=\"caption-attachment-50735\" \/><\/p>\n<p id=\"caption-attachment-50735\" class=\"wp-caption-text\">The Baku Olympic Stadium (Photo: Matteo Civillini)<\/p>\n<\/div>\n<p>Climate Home asked the COP29 team for <a title=\"Global Biodiversity Information Facility (GBIF) invites proposals for project funding\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/global-biodiversity-information-facility-gbif-invites-proposals-for-project-funding\">information on how the temporary COP facilities<\/a> will be built, powered and heated sustainably during the summit, but had received no response at the time of publication.<\/p>\n<p>In February, Climate Home\u00a0<a href=\"https:\/\/www.climatechangenews.com\/2024\/02\/09\/azerbaijan-orders-baku-hotels-to-freeze-cop29-room-booking\/\" target=\"_blank\" rel=\"noopener\">revealed<\/a>\u00a0that the government had told hotels in Baku not to sell rooms for COP29\u2019s November 11-22 dates until further notice.<\/p>\n<p>In London this month, UN <a title=\"UN Rights Chief: Climate Change\u2019s \u201cTerrifying\u201d Future\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/un-rights-chief-climate-changes-terrifying-future\">climate chief<\/a> Stiell said, with regard to the number of participants, that \u201cwe have an opportunity with Azerbaijan and we\u2019re engaging with them\u201d. He did not give further details.<\/p>\n<p>COPs usually feature one <a title=\"Dreaming big on climate action means finding the money to pay for it\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/dreaming-big-on-climate-action-means-finding-the-money-to-pay-for-it\">big climate<\/a> demonstration on the middle Saturday of the two-week talks. Police\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=qZgzvJscqt8\" target=\"_blank\" rel=\"noopener\">violently arrested<\/a>\u00a0opposition protesters in 2019.<\/p>\n<p>Soltanov was asked if the <a title=\"United Nations Places Climate \u2018Course Correction\u2019 on the Agenda for COP28 Negotiations\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/united-nations-places-climate-course-correction-on-the-agenda-for-cop28-negotiations\">climate march will be allowed to take place<\/a> in the city, which is governed by Azerbaijan\u2019s police force, or only in the COP29 venue, which is under the jurisdiction of UN security guards.<\/p>\n<p>He replied that \u201cthis is too specific a question\u201d but said that protest is \u201cpart and parcel of people expressing their views, their anger, their desperation\u201d.<\/p>\n<p><b>Brazil\u2019s Amazon COP<br \/>\n<\/b>On Bel\u00e9m, which is in northern Brazil near the Amazon rainforest, Stiell said he was \u201cactively discussing with the Brazilians how we can reduce the size of the COP so that the logistics of it can be supported at that hosted destination\u201d.<\/p>\n<p>Last June, Brazilian climate ministry official Andr\u00e9 Corr\u00eaa Lago\u00a0<a href=\"https:\/\/www.poder360.com.br\/internacional\/rede-hoteleira-de-belem-precisa-ao-menos-quadruplicar-para-cop30\/\" target=\"_blank\" rel=\"noopener\">told local media<\/a>\u00a0he was expecting 40,000-50,000 people. But there are concerns that the city will struggle to cope with those numbers.<\/p>\n<p>Bel\u00e9m is not a major tourist destination and has\u00a0<a href=\"https:\/\/www.poder360.com.br\/internacional\/rede-hoteleira-de-belem-precisa-ao-menos-quadruplicar-para-cop30\/\" target=\"_blank\" rel=\"noopener\">less than 6,000<\/a>\u00a0hotel rooms. Even at last year\u2019s Amazon Summit \u2013 a smaller event than a COP \u2013 participants\u00a0<a href=\"https:\/\/www.reuters.com\/world\/americas\/amazon-summit-shows-thorny-challenge-brazilian-cop30-host-city-2023-08-10\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0difficulty finding rooms and rates soared.<\/p>\n<p>Construction workers are currently turning a 1.6 km-long disused airport runway into the Parque de Cidade (City Park), which will be the size of about 70 football pitches. The park and its new buildings will be the main COP30 venue.<\/p>\n<p><iframe loading=\"lazy\" title=\"Parque da Cidade de Bele\u0301m\" width=\"1150\" height=\"647\" src=\"https:\/\/www.youtube.com\/embed\/0QBv7_C780c?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The government of Par\u00e1 State says it is almost one-third finished. The federal government, meanwhile, is\u00a0<a href=\"https:\/\/www1.folha.uol.com.br\/ambiente\/2024\/03\/governo-avalia-desidratar-cop30-em-belem-e-transferir-reunioes-para-rj-ou-sp.shtml\" target=\"_blank\" rel=\"noopener\">reportedly<\/a>\u00a0considering hosting part of COP30 in bigger cities like Sao Paulo or Rio de Janeiro.<\/p>\n<p>A spokesperson for the federal government told Climate Home that \u201call possibilities to enable the reception of delegations and visitors are being evaluated\u201d.<\/p>\n<p>As well as the park and its new buildings, some of the conference will be held in an existing conference centre on the park\u2019s southern tip called The Hangar \u2013 which hosted last year\u2019s Amazon Summit.<\/p>\n<div id=\"attachment_50742\" class=\"wp-caption the venue are likely to be challenging.<\/p>\n<p>A spokesperson for the COP30 organising committee said last week that while 84,000 people went to COP28, the peak daily <a title=\"Students\u2018 Scholarships to attend the 12th TAWIRI scientific Conference\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/students-scholarships-to-attend-the-12th-tawiri-scientific-conference\">attendance was just 41,000 at the beginning of the conference<\/a> when heads of state made their speeches.<\/p>\n<div id=\"attachment_50741\" class=\"wp-caption alignnone\">\n<p><img loading=\"lazy\" Morais)<\/p>\n<\/div>\n<p>The spokesperson told Climate Home the organisers are looking at\u00a0bringing in cruise ships for COP participants to sleep on, refurbishing schools to serve as hostels and encouraging people to rent out their rooms on Airbnb.<\/p>\n<p>To promote the \u201cmodernisation\u201d of the city\u2019s existing hotel rooms, the government has given hotel operators tax exemptions on purchases for new equipment like minibars, televisions and air-conditioning.<\/p>\n<p>The city\u2019s airport, which the government aims to improve before COP30, has few regular international connections and is over three hours by plane from Brazil\u2019s major hubs like Sao Paulo and Rio de Janeiro.<\/p>\n<p>There are no trains to Bel\u00e9m and getting the bus from Rio or Sao Paulo can
