The United Nations Environment Programme (UNEP) invites governments to submit applications to a special program on waste management in developing countries. The program may provide financial support of up to US$275 thousand (in certain circumstances up to US$500 thousand) to strengthen the capacities of national institutions and help the government develop and monitor the implementation of national policies, strategies, programs, and legislation. The deadline for the submission of applications is 23 August 2024.\u00a0Please visit the Special Program<\/b><\/a><\/p>\n

The Special Programme issues periodic calls for applications<\/a> for funding of projects aimed at institutional strengthening for the sound management of chemicals and waste.<\/p>\n

The eighth round of applications is now OPEN.
\n<\/strong>The eighth round of funding under the Special Programme launched on 24 April 2024 with a\u00a0closing date of 23 August 2024<\/strong>.\u00a0Funding is offered for projects<\/a> of up to USD 275,000 (exceptionally, and subject to additional appraisal criteria, up to USD 500,000) with a co-financing requirement of at least 25% of the amount requested, which can be provided in kind.<\/p>\n

Project proposals<\/a> should adopt a cross-cutting approach that seeks to enhance implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and the Global Framework on Chemicals.<\/p>\n

Fourth round of funding launched<\/a> under the Specific International Programme of the Minamata Convention<\/strong><\/p>\n

In parallel with the eighth round of funding under the Special Programme, the Specific International Programme (SIP) under the Minamata Convention has launched its fourth round of funding.<\/p>\n

The SIP supports parties to the Minamata Convention in the implementation of the Convention, offering funding for projects<\/a> ranging from USD 50,000 to USD 250,000.<\/p>\n

Applications to the Specific International<\/a> Programme are due by July 31, 2024<\/strong>, with no applicant contribution required. This funding stream is intended to help countries meet their obligations under the Minamata Convention, focusing on addressing mercury pollution and protecting<\/a> human health and the environment from the harmful effects of mercury.<\/p>\n

Special Programme Eligibility for funding<\/h3>\n

In approving the arrangements for the launch of the seventh round of funding, the Executive Board revised the eligibility criteria for funding under the Special Programme. The Board decided that “Countries should refer to paragraph 6 of the Terms of Reference for eligibility which states that \u2018Support from the Special Programme will be available for developing<\/a> countries, taking into account the special needs of least developed countries and small island developing States, and for countries with economies in transition (1), with priority given to those with least capacity\u2019.<\/p>\n

Note that a number of donors have strict policies of funding<\/a> only applications that meet the eligibility requirements of the Development Assistance Committee (DAC) list of Official Development Assistance (ODA) (2) at the time of application.<\/p>\n

Governments interested in submitting an application are invited to prepare their project<\/a> application in consultation with ministries and stakeholders to identify national priorities, gaps and challenges to facilitate and enable the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Global Framework on Chemicals.<\/p>\n

Consultation with additional sources, such as the Secretariats of the\u00a0Basel, Rotterdam and Stockholm conventions<\/a>, the\u00a0Minamata Convention<\/a>,\u00a0Global Framework on Chemicals<\/a>\u00a0and\u00a0GEF<\/a>, including consultation with the\u00a0GEF focal point<\/a>,\u00a0LIRA guidance<\/a>,\u00a0Guidance on Chemicals Control<\/a>\u00a0and guidance on\u00a0Gender mainstreaming<\/a>\u00a0is also encouraged.<\/p>\n

In addition, the updated\u00a0Special Programme Application Guidelines<\/a>\u00a0(Will be available in Arabic, French, Russian and Spanish soon) outlines the project application process and step by step information on how to fill in the application forms.<\/p>\n

Applications must include:<\/strong><\/p>\n

  1. The duly signed\u00a0Project application form<\/a><\/li>\n
  2. A\u00a0Project budget form<\/a><\/li>\n
  3. Endorsement letter from the Official focal point<\/li>\n
  4. Letters of support from the project partners<\/a> confirming its\/their role(s)<\/li>\n
  5. Projects with an implementing organization\/institution, a letter from the organization\/institution confirming its role (if relevant)<\/li>\n
  6. Annexes providing any relevant additional information<\/a> regarding the measures and activities to be funded<\/li>\n<\/ol>\n

    Applications must be submitted in English only<\/strong>.<\/p>\n
