{"id":9856,"date":"2024-06-14T19:33:41","date_gmt":"2024-06-14T16:33:41","guid":{"rendered":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/?p=9856"},"modified":"2024-06-14T19:33:41","modified_gmt":"2024-06-14T16:33:41","slug":"conservatives-failed-attempt-to-reinvent-net-zero","status":"publish","type":"post","link":"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/conservatives-failed-attempt-to-reinvent-net-zero","title":{"rendered":"Conservatives&#8217; failed attempt to reinvent Net Zero"},"content":{"rendered":"<p>The Conservative Party\u00a0<a href=\"https:\/\/public.conservatives.com\/static\/documents\/GE2024\/Conservative-Manifesto-GE2024.pdf\">manifesto<\/a>\u00a0proposes a \u201cpragmatic and proportionate approach to net zero\u201d with Rishi Sunak, the prime minister, promising to put \u201csecurity and your family finances ahead of unaffordable eco-zealotry.\u201d<\/p>\n<p>But a closer look at the proposals suggests that they are either poor (and eventually expensive) solutions for people and the climate, or suggest processes that are already in place through existing legislation.<\/p>\n<p>It\u2019s the latest example of politicians focusing on the wrong debate. The question in climate policy is no longer how much adopting net zero technologies will \u201ccost\u201d us. It is how quickly the savings from their adoption can be realised to benefit households, the economy and above all the climate.<\/p>\n<p>For instance, the manifesto <a title=\"Call for Proposals for Effective Inter-Regional Incubator for Youth\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/call-for-proposals-for-effective-inter-regional-incubator-for-youth\">proposes<\/a> continuing to invest in \u201cnew fossil fuel extraction through annual licensing rounds\u201d and building \u201cnew gas power stations\u201d. But these are unlikely to save money or to make the nation more <a title=\"Energy Globe Award for Sustainability \u2014 Awards 2023\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/uncategorized\/energy-globe-award-for-sustainability-awards-2023\">energy<\/a> secure, even in the near-term. By 2030, offshore wind power is expected to be\u00a0<a href=\"https:\/\/www.smithschool.ox.ac.uk\/sites\/default\/files\/2024-05\/Getting-a-Good-Deal-on-NetZero.pdf\">66% cheaper<\/a>\u00a0than gas-fired power.<\/p>\n<p>Similar costs savings are possible elsewhere. Our\u00a0<a href=\"https:\/\/theconversation.com\/net-zero-is-not-just-good-science-its-also-a-good-deal-for-ordinary-people-231259\">analysis <\/a>\u00a0of the investments needed to achieve the UK\u2019s climate targets, shows that in more than 80% of investments, the total lifetime cost of a clean technology is considerably lower than that of a fossil technology, after accounting for cheaper running costs. But their low running costs mean they\u2019re a good deal in the longer-term.<\/span>\u00a0<span class=\"attribution\"><span class=\"source\">phaustov \/ shutterstock<\/span><\/span><\/div>\n<\/figure>\n<p>The manifesto suggests that it will ensure household bills are lower by reigning in \u201cgreen levies\u201d. These have actually\u00a0<a href=\"https:\/\/eciu.net\/insights\/2024\/are-green-levies-going-up-in-april-2024\">remained broadly stable over time<\/a>\u00a0and relatively low as a proportion of household total energy bills, whereas wholesale energy costs have spiked from 40% to 75% of total bills in recent years, driven by\u00a0<a href=\"https:\/\/eciu.net\/insights\/2024\/are-green-levies-going-up-in-april-2024\">volatility in gas prices<\/a>. Notably, green levies are not just used to finance renewable <a title=\"Trends and projections: limited rebound in EU emissions amid post-pandemic recovery and energy crisis\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/trends-and-projections-limited-rebound-in-eu-emissions-amid-post-pandemic-recovery-and-energy-crisis\">energy and reduce emissions<\/a>, but also to support vulnerable households through the winter months.<\/p>\n<p><a href=\"https:\/\/www.smithschool.ox.ac.uk\/sites\/default\/files\/2024-05\/Getting-a-Good-Deal-on-NetZero.pdf\">Our analysis<\/a>\u00a0shows that lower bills can be achieved by increasing investments in clean technologies such as electric vehicles sooner rather than later. That means people can benefit from the lower running costs of these technologies over their lifetimes, which we estimate can be up to \u00a3380 per year for a household with a car. Reducing or slowing down investment in <a title=\"Republican attacks on ESG aren\u2019t stopping companies in red states from going green\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/republican-attacks-on-esg-arent-stopping-companies-in-red-states-from-going-green\">green<\/a> technologies will make these benefits harder to attain.<\/p>\n<p><strong>Procrastination: no solution to net zero challenge<br \/>\n<\/strong>The manifesto says little about how the decarbonisation of the household sector will be achieved in the next parliament. This sector has been neglected since 2013, when David Cameron \u201ccut the green crap\u201d, eventually\u00a0<a href=\"https:\/\/www.carbonbrief.org\/analysis-cutting-the-green-crap-has-added-2-5bn-to-uk-energy-bills\/\">exposing households<\/a>\u00a0to a \u00a32.5 billion increase in energy bills in 2022, requiring expensive policy interventions.<\/p>\n<p>In 2023, annual heat pump deployment was around 80% below where it should have been if following the \u201c<a href=\"https:\/\/www.theccc.org.uk\/wp-content\/uploads\/2023\/01\/CCC-Insights-Briefing-Determining-a-pathway-to-Net-Zero.pdf\">balanced net zero<\/a>\u201d trajectory set out by the government\u2019s official advisory Climate Change Committee. Similarly, EV car sales were 50% below where they should have been. Our\u00a0<a href=\"https:\/\/www.smithschool.ox.ac.uk\/sites\/default\/files\/2024-05\/Getting-a-Good-Deal-on-NetZero.pdf\">analysis <\/a>\u00a0shows that the household sector will require around two-thirds of the total investment needed in clean technologies to 2030.<\/p>\n<p>The manifesto states it will ensure that \u201c\u2026families are given time to make <a title=\"Climate change affecting rainfall patterns\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/climate-change-affecting-rainfall-patterns\">changes that affect<\/a> their lives and never forcing people to rip out their existing boiler and replace it with a heat pump\u201d.<\/p>\n<p>The Climate Change Committee\u2019s\u00a0<a href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\">Sixth Carbon budget<\/a>\u00a0states that by the early 2030s, all new cars and vans and all boiler replacements in homes and other buildings be low-carbon \u2013 largely electric. This requires policy support.<\/p>\n<p>Many households that are fuel-poor tend to have less cash in the bank and less access to credit, or may be renters and powerless to make those changes in any case. Households also face non-monetary barriers such as time, access to information, and misperceptions around the \u201ccost\u201d of net zero. This means that some will undervalue the savings that <a title=\"Heat insurance offers climate change lifeline to poor workers\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/heat-insurance-offers-climate-change-lifeline-to-poor-workers\">heat<\/a> pumps or better insulation will provide in future and so will see it as a poor investment.<\/p>\n<p>Therefore, solutions that involve simply waiting, or handing households money through tax cuts, are unlikely to influence their decision to invest in these technologies \u2013 not just delaying the transition, but denying people the savings and co-benefits.<\/p>\n<p><strong>Reinventing the Climate Change Act<br \/>\n<\/strong>The manifesto makes a number of suggestions to improve the way climate policy is decided. Pretty much all of them are already contained in the 2008 <a title=\"UN Urges States to Protect Children\u2019s Rights Amidst Climate Change\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/un-urges-states-to-protect-childrens-rights-amidst-climate-change\">Climate Change<\/a> Act.<\/p>\n<p>The Conservatives would like to \u201creform the Climate Change Committee, giving it an explicit mandate to consider cost to households and UK energy security in its future climate advice.\u201d\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2008\/27\/section\/10\">Section 10<\/a>\u00a0of the Act does exactly that.<\/p>\n<p>Similarly, the manifesto proposes \u201cguaranteeing a vote in the next parliament on the next stage of our pathway.\u201d This is how the UK\u2019s <a title=\"The story behind a Carbon Credit\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/the-story-behind-a-carbon-credit\">carbon<\/a> budgets are already set.\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2008\/27\/section\/8\">Section 8<\/a>\u00a0requires that carbon budgets, which define the next stage of emissions reduction, are approved by parliament.<\/p>\n<p>Finally, the manifesto wants to ensure that in future \u201c[the] adoption of any new target [is] accompanied by proper consideration of the plans and policies required to meet the target, to maintain democratic consent for the big decisions that net zero will mean for our country.\u201d\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2008\/27\/section\/14\">Section 14<\/a>\u00a0already requires the secretary of state to report this to parliament.<\/p>\n<p><strong>Missed opportunity for investment and jobs<br \/>\n<\/strong><a href=\"https:\/\/www.bbc.co.uk\/news\/videos\/cx88g4q9nezo\">Initial analyses <\/a>\u00a0have estimated the tax cuts and spending pledges in the manifesto at around \u00a318 billion, mostly attributed to tax cuts. The spending associated with climate-related policy appears to be orders of magnitude lower than what is needed for the transition.<\/p>\n<p>For instance, the \u00a31.1 billion \u201cGreen Industries Growth Accelerator\u201d amounts to \u00a3220 <a title=\"36-Million-Year Cycle Drives Biodiversity, Say Scientists\" href=\"https:\/\/www.cfwt.sua.ac.tz\/ecosystems\/news\/36-million-year-cycle-drives-biodiversity-say-scientists\">million a year<\/a> over the next parliament.
