Spencer Cox; Utah House Speaker Brad Wilson, R-Kaysville; Senate President Stuart Adams, R-Layton; and Great Salt Lake Commissioner Brian Steed to shepherd a number of strategies, including the establishment of a statewide program to eliminate non-native trees that consume excessive amounts of water and to particularly assess those liabilities in the Jordan River watershed. That water flows into the Great Salt Lake.<\/p>\n<p>In addition, she\u2019s requesting the installation of instrumentation equipment that measures results in areas that have been treated and to work with private landowners to advance aspen restoration. Her funding ask is for $100 million a year beginning in 2024 for five years for allocation to the\u00a0<a class=\"Link\" href=\"https:\/\/wri.utah.gov\/wri\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">Utah Watershed Restoration Initiative.<\/a><\/p>\n<div id=\"ad-7af9b99a-92f1-4726-bd31-3c13c2bbdbf5\" class=\"HTLAds htlad-desktop_article_body\" data-unit=\"\/deseret\/www.deseret.com\">\n<div id=\"htlad-11\" class=\"htl-ad\" data-unit=\"\/deseret\/www.deseret.com\" data-lazy-pixels=\"350\" data-sizes=\"0x0:|768x0:|980x0:1030x590,620x366,620x371,620x415,728x90\" data-prebid=\"0x0:|768x0:|980x0:desktop_article_body-Desktop\" data-refresh=\"viewable\" data-refresh-secs=\"40\" data-refresh-max=\"20\" data-targeting=\"{&quot;position&quot;:[&quot;desktop_article_body&quot;]}\">\n<div id=\"htlad-11-gpt\" class=\"htl-ad-gpt\"><\/div>\n<\/div>\n<\/div>\n<p>\u201cMy focus and goals are healthy watersheds and their relationship to public safety,\u201d she said. \u201cWe achieve these goals through thoughtful and fact-based discussions, pushing the technology envelope and implementing best management practices.\u201d<\/p>\n<p>Scientists have slammed Theodore\u2019s assertion that vegetation management \u2014 including that of conifers \u2014 will result in any quantifiable extra water.<\/p>\n<p>In February, the\u00a0<a class=\"Link\" href=\"https:\/\/gardner.utah.edu\/great-salt-lake-strike-team\/\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">Great Salt Lake Strike Team Report<\/a>\u00a0released by the Kem Gardner Institute of Policy at the University of Utah conceded that forests in Utah are overgrown and increase the potential for high intensity wildfires.<\/p>\n<p>But it notes: \u201cIn the past decade or so a growing body of research has shown both increases and decreases in streamflow following canopy reduction,\u201d stressing that the impact of tree thinning to help the world\u2019s eighth largest terminal lake or its tributaries is unclear and would likely to be minimal or could potentially even decrease flows.<\/p>\n<p>Utah Physicians for a Healthy Environment and the John Muir Project, too, recently warned of \u201cmassive malpractice\u201d happening in Utah\u2019s forests and said stepped up federal and state efforts to log or otherwise thin forests and landscapes is something Utah residents should demand be rejected, including the use of chainsaws, prescribed burns and pesticides.<\/p>\n<p>But Theodore remains committed to her assertion that strategic thinning of trees, including non-natives and, yes, conifers, will provide ecological benefits.<\/p>\n<p>Theodore raised the issue of tree thinning at a 2023 legislative caucus session as a way to accomplish a three-tiered mission: improve forest health, decrease wildfire risks and amplify water yield to flow to the Great Salt Lake.
