Achieving the goals of the Paris Agreement requires a collective, sustained long-term effort and more inclusive climate action. While there is some progress on the latter, effective participation of youth, women, Indigenous Peoples, and local communities in decision-making for climate action still needs to be strengthened.<\/p>\n<p>Some 46 per cent of Party delegates were women at this year\u2019s conference in Bonn, a similar figure compared to previous sessions. This is higher than women\u2019s representation in Party delegations at COP conferences, the largest political decision-making space for climate action: the\u00a0<a href=\"https:\/\/unfccc.int\/documents\/611303\">2022 UNFCCC Gender Composition<\/a>\u00a0report showed that women made up just 37 per cent of Party delegations at COP26.<\/p>\n<p>\u201cPolitical commitment for change is needed to boost the empowerment of women for decision-making in climate action. Women exercise leadership in different ways and all types of women&#8217;s leadership need to be recognized, both in cabinet positions and at the community level,&#8221; stressed the participants of the\u00a0<a href=\"https:\/\/unfccc.int\/event\/dialogue-on-how-the-work-of-un-women-contributes-to-the-achievement-of-the-objectives-of-the-gender\" target=\"_self\" rel=\"noopener\">Dialogue with UN Women on the Gender Action Plan<\/a>, which was held during the Bonn conference<a href=\"https:\/\/unfccc.int\/event\/dialogue-on-how-the-work-of-un-women-contributes-to-the-achievement-of-the-objectives-of-the-gender\">.<\/a><\/p>\n<p>More than\u00a0<a href=\"https:\/\/unfccc.int\/SB58\/schedule?access=All&amp;field_event_has_webcast_value=1&amp;amount-time=23%3A59%20h&amp;field_start_datetime=&amp;field_end_datetime=&amp;search=&amp;field_event_datetime_value_1=1\">20 mandated events and side events<\/a>\u00a0were held during the Bonn conference aimed at accelerating the participation of Indigenous Peoples, youth and women in climate negotiations and in gender-responsive action at the national level, including the inaugural in-person\u00a0<a href=\"https:\/\/unfccc.int\/topics\/education-youth\/youth\/youth-events\/orientation-session\">Youth Orientation Session<\/a>\u00a0and the second module of the\u00a0<a class=\"ext\" href=\"https:\/\/lcipp.unfccc.int\/events\/workshop-advancing-meaningful-participation-indigenous-peoples-and-local-communities-unfccc-process\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">Workshop<\/a>\u00a0on advancing meaningful participation of Indigenous Peoples and local communities in the UNFCCC process.<\/p>\n<p>\u201cIt is encouraging that 75 per cent of Parties have now included references to gender in their Nationally Determined Contributions (national climate plans), however, fewer than a quarter of the long-term strategies have any substantive references to gender. We must change that,\u201d said Stiell.<\/p>\n<p><strong>Road to COP28<\/strong><\/p>\n<p>As the Bonn conference drew to a close, there were reflections on how to enhance inclusivity in the UN Climate Change process moving forward.<\/p>\n<p>Stiell stressed that a safe working environment is essential to enable meaningful participation and urged all participants to ensure that the process is a place where all can participate free from harassment and that the code of conduct is respected.<\/p>\n<p>Indeed the need for increasing inclusivity in the UN Climate Change process has been reinforced by Parties through commitments made during COPs 26 and 27, including the\u00a0<a href=\"https:\/\/unfccc.int\/documents\/310896\" target=\"_self\" rel=\"noopener\">Glasgow Work Programme on ACE<\/a>, the\u00a0<a href=\"https:\/\/unfccc.int\/documents\/624444\">Sharm el-Sheikh Plan of Implementation<\/a>, the intermediate review of the implementation of the\u00a0<a href=\"https:\/\/unfccc.int\/topics\/gender\/workstreams\/the-gender-action-plan\" target=\"_self\" rel=\"noopener\">gender action plan<\/a>\u00a0and the second three-year\u00a0<a class=\"ext\" href=\"https:\/\/lcipp.unfccc.int\/node\/507\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">work plan<\/a>\u00a0of the Local Communities and Indigenous Peoples&#8217; Platform (LCIPP).<\/p>\n<p>For this year\u2019s COP28 conference in Dubai, Stiell, the High-level Champions, the COP28 Presidency and the UNSG Envoy on Youth\u00a0<a href=\"https:\/\/unfccc.int\/documents\/630676\">invited Parties<\/a>\u00a0and observers to ensure greater participation and meaningful engagement of youth, women, local communities and Indigenous Peoples as members of delegations at COP28.<\/p>\n<p>Furthermore, COP28 will see both dedicated and cross-cutting discussions on gender equality, youth empowerment and the meaningful participation of Indigenous Peoples and local communities in climate action and decision-making.<\/p>\n<p>The COP28 Presidency will also organize thematic days focusing on intergenerational cooperation and youth inclusion in climate action, on gender equality and climate finance, and on energy, industry and the just energy transition, among others.<\/p>\n<p>The conclusion of the first\u00a0<a href=\"https:\/\/unfccc.int\/topics\/global-stocktake\/about-the-global-stocktake\/why-the-global-stocktake-is-a-critical-moment-for-climate-action\">global stocktake<\/a>\u00a0at COP28 will be a turning point to analyze the progress and remaining challenges in achieving the Paris Agreement goals, and an opportunity to promote gender-responsive climate action and collaboration between governments, the private sector, civil society and multilateral and international organizations.<\/p>\n<p>\u201cThe global stocktake can be an important process and for advancing gender-just climate policies and actions,\u201d stressed the Women and Gender Constituency during at June\u2019s Bonn conference. \u201cIt offers countries the opportunity to assess the gender sensitivity of their climate policies and actions, and to identify ways to improve gender equality.\u201d<\/p>\n<p><strong>More information<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/unfccc.int\/gender\" target=\"_self\" rel=\"noopener\">Gender and climate change<\/a><\/li>\n<li>Subscribe to the\u00a0<a class=\"ext\" href=\"http:\/\/eepurl.com\/gD_PxH\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">UNFCCC Gender Newsletter<\/a><\/li>\n<li>Join the<strong>\u00a0<\/strong><a class=\"ext\" href=\"https:\/\/www.linkedin.com\/groups\/13971849\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">LinkedIn group on gender and climate change<\/a><\/li>\n<li><a href=\"https:\/\/unfccc.int\/ace\">Action for Climate Empowerment | UNFCCC<\/a><\/li>\n<li><a class=\"ext\" href=\"https:\/\/lcipp.unfccc.int\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">Local Communities and Indigenous Peoples\u2019 Platform<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Credit: UN Women\/Ryan Brown UN Climate Change News, 21 July 2023\u00a0&#8211; \u201cThe fight for climate action is also a fight for a more just and equal society,\u201d said UN Climate Change Executive Secretary, Simon Stiell during June\u2019s\u00a0Bonn Climate Change Conference 2023.
